RE: Notification of Benchmark Exceedance
CY 2021 Quarter 3 (July - September) Sampling Event
MTB High Point — General Stormwater (SW) Permit No. NCG030517
Dear Mr. Hiatt:
Enclosed is one copy of the Stormwater Discharge Monitoring Report for samples collected on
September 8, 2021, along with an updated summary table of stormwater results and findings from
a stormwater management inspection of the facility. The inspection was completed on August
31, 2021 by our environmental consultant, Leaf Environmental & Engineering, P.C. (LEAF).
The most recent sample represents the second consecutive benchmark exceedance for zinc at the
Liftgate Plant Outfall 001. Results from the stormwater management inspection identify
galvanized liftgate components stored outdoors as a significant source of zinc in stormwater
runoff from the facility. These litigate components are stored on paved surfaces which drain to
curb inlets; therefore, the inspection report suggests installation of biochar curb inlet filter inserts
to reduce zinc concentrations in stormwater runoff. Mickey Truck Bodies (MTB) is currently
working on implementing these filter inserts as a best management practice (BMP) and will begin
monthly stormwater monitoring under "Tier Two' response requirements after completion. It
should be noted that the liftgate facility is relatively new thus, the increased outdoor materials
storage is likely related in increased facility utilization and production.
Zinc concentrations also continue to exceed the permit benchmark values at the Main Plant
Outfall 001. As shown in the attached summary table, zinc concentrations have been greatly
reduced compared to historical sample results and have remained relatively stable just above the
benchmark value for several years. MTB previously provided documentation of relief from tiered
response measures received from the NCDEMLR in April 2014. MTB does not plan to
implement further corrective actions at the Main Plant unless zinc concentrations substantially
increase, or unless direction is received from your office. LEAF also inspected the Main Plant
while on site on August 31, 2021 and did not identify any outdoor storage of galvanized metal
parts or other processes exposed to stormwater that may contribute to zinc in stormwater runoff.
Potential remaining sources of the observed zinc concentrations include the underground pipe
leading to Main Plant Outfall 001, which is galvanized steel, galvanized ductwork on building
roofs, and tire dust from vehicle traffic on site.

RE: "Tier One" Stormwater (SVV) Management Inspection
Liftgate Outfall 001 Benchmark Exceedance (Zinc — May, 2021)
General Stormwater Permit No. NCG030517
Dear Josh:
Enclosed is one (1) copy of the referenced inspection report. The inspection was
completed on August 31, 2021 and is in response to the benchmark exceedance reported
from the SW sample collected at the Liftgate Outfall 001 in May 2021.
The report notes parameters that exceeded benchmark concentration, potential sources of
contaminants observed, and identifies recommended corrective actions that may reduce
concentrations of contaminants in future samples. Note actions taken by MTB-HP
Liftgate Plant to reduce zinc concentrations in SW runoff on the attached form and
maintain the form on file with the Stormwater Pollution Prevention Plan (SPPP).
Should you have any questions, please call me at (919) 484-8536.
Sincerely,
LEAF ENVIRONMENTAL & ENGINEERING, P.C. I

Potential Sources of Pollutant(s):
• Outdoor storage of galvanized metal components —see photos (Zn)
• Hydraulic/motor oil leaks from vehicles— none observed (Zn, COD, O&G)
• Leaks from trash bins — see photos of trash bins missing drain plugs (COD, O&G)
• No significant potential sources of copper or lead were observed
Actions/Controls Implemented to Date (Observed During Inspection):
• Used oil drum storage has been moved indoors on containment pallets to better control
incidental spills that may occur during fluid transfer
• Oil/water separator has been installed to treat air compressor blowdown — see photos
Potential Actions/Controls to Further Reduce Concentrations of Parameter(s) in Stormwater Run-off:
• Install drop inlet inserts in four (4) storm drains collecting stormwater from areas containing
galvanized metal components to treat zinc prior to discharge (see attached example)
• Install drain plugs in all outdoor trash bins

Conclusions
As can be seen in the table above, ADSORB -it® sorbent was highly effective in removing organic pollutants a
suspended solids from the sample. Especially notable is the reduction in oil and grease, diesel, and motor o
between the filtered and unfiltered samples.
The ADSORB-0 filter fabric lined catch basin is designed to capture pollutants such as sediments, debris,
petroleum hydrocarbons and heavy -metals from stormwater runoff from industrial, commercial and reside
sources.
The uniquely designed hi -flow ADSORB-it0 filtration fabric material allows stormwater to flow through the f
material for extended periods while capturing sediments, oils, oily sheen and oil -borne contaminants. The i
it Stormfilters are designed to hold over 100-lbs of sediment and debris and can be cleaned and reused ma
over.

FLAGS/NOTES AND DEFINITIONS
B The analyte was detected in the associated method blank.
D The sample was analyzed at dilution.
J The reported value is between the laboratory method detection limit (MDL) and the laboratory method
reporting limit (MRL), adjusted for actual sample preparation data and moisture content, where applicable.
U The analyte was analyzed for but not detected to the level shown, adjusted for actual sample preparation
data and moisture content, where applicable.
E The concentration indicated for this analyte is an estimated value above the calibration range of the
instrument. This value is considered an estimate.
MRL Method Reporting Limit. The MRL is roughly equivalent to the practical quantitation limit (PQL) and is
based on the low point of the calibration curve, when applicable, sample preparation factor, dilution
factor, and, in the case of soil samples, moisture content.
PQL PQL: Practical Quantitation Limit. The PQL presented is the laboratory MRL.
N The analysis indicates the presence of an analyte for which there is presumptive evidence (85% or greater
confidence) to make a "tentative Identification".
P Greater than 25% concentration difference was observed between the primary and secondary GC column.
The lower concentration is reported.
[CALC] Calculated analyte - MDL/MRL reported to the highest reporting limit of the component analyses.
