Dear Mr. Sears:
On October 21, 2021 the City of Greensboro Stormwater Management Division completed an industrial
compliance inspection of Harris Teeter Distribution Center. Local regulations permit an inspection of
industrial facilities under authority granted by City of Greensboro Code of Ordinance Chapter 30, Article
12, Section 7.1 (C-5). This inspection consisted of two parts: a review of the facility files/records and an
on -site facility inspection.
The inspection was performed by Debbie Shoffner and Blake Strumbel, and the following
deficiencies/observations were noted during the inspection.
Stormwater Pollution Prevention Plan/Spill Plan Review
Site Maps and SWPPP
• A current, signed copy of the permit (effective July 2021) should be obtained and kept at the
facility.
• Drainage/site maps should include arrows to indicate flow directions.
• Annual evaluations of stormwater outfalls should be performed and certified. (See section B-6
of the current permit.)
Spill Prevention and Response Plan
• An annual review of the SWPPP should take place and be documented.
Monitoring
• Documentation should be kept on record for approved exemptions from analytical sampling,
including the absence of 2020 sampling.
Employee Training
• No deficiencies observed.

Site Inspection
Preventative Maintenance/Good Housekeeping
• A loading dock area was contaminated with solid and liquid waste from a dumpster/trash
compactor.
• Sand piles and dumpsters should be covered before rain events.
• Drying concrete residue should be disposed of such that no waste flows to the curb line or
down the hill.
Non-Stormwater Discharges
• No deficiencies observed.
It is recommended that Harris Teeter Distribution Center take appropriate actions to correct the noted
