I hope you are well. I met with staff to make sure I fully understood our procedures. Based on my
understanding we are required by permit to sample quarterly. We have been near the threshold a couple of
times so to be proactive we made a decision to focus more on a monthly sampling. It appears that the last
three samples occurred for February, March and July. We are not stating that no events occurred for the
other months between March and July. However, the timing for grabbing a samples did not fall within the
parameters needed. Due to minimal impervious area at these sites, 1/10 inch of rain typically does not afford
enough run off to capture a sample. When amounts of %" are received, samples are able to be
captured. Also, if the event occurs early afternoon or later, ample time for the lab to perform their testing is
not warranted due to timing.
We feel that several factors contributed to submitting no -flow documentation for both facilities. However, we
believe we have met the requirements of the permit based on sampling on a quarterly basis.

There has recently been multiple consecutive no -discharges for both facilities.
I apologize for not being clear in my last email, but please explain why this is so.
Does all of the stormwater for both facilities go to a single basin that does not discharge even during a large rain event?
