Derita Branch Sanitary Sewer Project Supplemental PCN Information
B.3a. - The proposed Derita Branch Tributary Sanitary Sewer Improvements Project corridor alignment starts from the
existing sanitary sewer located in a grassed area next to Little Sugar Creek and north of Cullman Avenue, within a
contaminated industrial site. The corridor extends to the east, parallel to Little Sugar Creek and crosses perpendicular
under Little Sugar Creek and into a forested upland. A branch line of the sewer crosses Derita Branch to tie to the
existing sewer. The sewer corridor then extends between Derita Branch and existing development to North Tryon
Street as depicted in the attached plans titled"2021_09_15_Derita_SS_Fullsize_Phase 1.pdf. The temporary stream
impacts from the sewer installation are depicted in the attached impact plans titled "Derita_401_404_Phase 1.pdf with
restoration details included. The project corridor is surrounded by mostly industrial and commercial properties located
along Cullman Avenue and North Tryon Street. This is Phase 1 of a two -phased project.
B.3d. - Charlotte Water (via subcontract with BRS/STV Joint Venture) proposes to build the Derita Branch Tributary
Sanitary Sewer Improvements Project to serve the demands of the growing area since the existing sanitary sewer has
reached capacity and is at the end of its design life. The Derita Branch Sanitary Sewer Improvements Phase 1 will then
continue the required sewer improvements as Derita Branch Phase 2.
B.3e - The Derita Branch Tributary Sanitary Sewer line replacement involves the installation of gravity sewer pipes
between Cullman Avenue and North Tryon Street. The proposed corridor alignment starts from the existing sanitary
sewer located in a grassed area next to Little Sugar Creek and north of Cullman Avenue, within a contaminated
industrial site. The corridor crosses as a dewatered open cut, perpendicular to and under Little Sugar Creek. A branch
line of the sewer crosses Derita Branch as a dewatered open cut to tie to the existing sewer. See attached plans titled
"2021_09_15_Derita _SS_Fullsize_Phase 1.pdf. The temporary stream impacts from the stream dewatering and sewer
installation are depicted in the attached impact plans titled "Derita_401_404_Phase 1.pdf with restoration details
included. Heavy equipment including tracked back-hoe/front end loaders may be used. This is Phase 1 of a two -phased

WETLAND AND STREAM NOTES
1. ALL WORK IN WETLANDS OR WATERS OF THE U.S. WILL BE PERFORMED IN ACCORDANCE WITH FEDERAL AND STATE
PERMITS, OR APPROVALS ISSUED FOR THIS PROJECT.
2. CONTRACTOR SHALL MINIMIZE TO THE EXTENT PRACTICABLE ANY EFFECTS TO THE AQUATIC HABITAT WHEN
CROSSING STREAMS BY RESTRICTING FLOW. WORK WILL BE PERFORMED IN STREAMS DURING PERIODS OF LOW FLOW.
THERE WILL BE NO OPEN CUT OF STREAMS WITHOUT FIRST INSTALLING PUMP AROUNDS AND DEWATERING THE WORK
AREA. ALL STREAM CROSSING WILL BE PERPENDICULAR TO THE FLOW.
3. ALL WETLAND STREAMS AND FLOODPLAIN AREAS SHALL BE RESTORED TO THEIR PRECONSTRUCTION CONTOURS
AND ELEVATIONS. THIS MAY REQUIRE REMOVING AND HAULING EXCESS SOILS AND OVERBURDEN FROM THE PIPE
LOCATION TO AN OFF —SITE LOCATION.
4. HEAVY EQUIPMENT WORKING IN WETLANDS MUST BE PLACED ON MATS OR OTHER MEASURES MUST BE TAKEN TO
MINIMIZE HYDRIC SOIL DISTURBANCE.
5. REMOVE TOP 12 INCHES OF SOIL FROM WETLAND AREAS; EXCAVATE, STOCKPILE, AND REPLACE AFTER
CONSTRUCTION. PLACE EXCAVATED SOIL ON FILTER FABRIC WHEN STOCKPILING. RE —SEED WETLANDS WITH CUSTOM
SEED MIX OF NATIVE SPECIES SUCH AS ERNSTMX-308 (OR EQUIVALENT). USE OF FESCUE GRASS IS PROHIBITED IN
WETLANDS OR ON STREAMBANKS.
6. CONTRACTOR TO PROTECT ENDANGERED SPECIES IF ANY, IDENTIFIED IN REGULATORY PERMITS AND AS
DESIGNATED IN THE FIELD OR ON ENGINEERING DRAWINGS WHERE APPLICABLE.
7. IF CONTRACTOR UNEARTHS HISTORIC, CULTURAL, OR ARCHEOLOGICAL REMAINS OR ARTIFACTS DURING
CONSTRUCTION, IMMEDIATELY NOTIFY THE OFFICE OF STATE ARCHEOLOGY. AVOID CONSTRUCTION ACTIVITIES IN SAID
AREA UNTIL REQUIRED COORDINATION BY THE OFFICE OF STATE ARCHEOLOGY HAS BEEN COMPLETED.
8. CONTRACTOR SHALL NOT ALLOW DISCHARGE OF EXCAVATED OR FILL MATERIALS INTO WATERS OF THE U.S.
INCLUDING WETLANDS, PONDS, AND STREAMS.
9. ALL WORK SHALL BE IN CONFORMANCE WITH THE STATE OF NORTH CAROLINA WATER QUALITY GENERAL
CERTIFICATION NO. 4276, EFFECTIVE MARCH 15, 2021.
10. LIVE OR FRESH CONCRETE INCLUDING BAGS OF UNCURED CONCRETE SHALL NOT COME INTO CONTACT WITH
STREAMS OR WETLANDS UNTIL IT HAS SET OR CURED. WATER THAT INADVERTENTLY CONTACTS UNCURED CONCRETE
SHALL NOT BE DISCHARGED TO WATERS OF THE U.S.
11. IF CONSTRUCTION REQUIRES INSTALLING TEMPORARY RIPRAP, RIPRAP MATERIAL SHALL BE CLEAN AND FREE
FROM LOOSE DIRT. RESTRICT RIPRAP TO THE AREA DIRECTLY IMPACTED BY THE CONSTRUCTION ACTIVITY.
12. PIPES INSTALLED UNDER STREAMS WILL BE COVERED BY A MINIMUM 3 FEET OF FILL AND TOPPED WITH NATURAL
STREAM BED MATERIAL OF AT LEAST 12 INCHES. TEMPORARY RIPRAP SHALL BE REMOVED FROM STREAMBEDS AND
STREAMBANKS.
13. IMMEDIATELY UPON COMPLETION OF WORK INVOLVING IMPACTS TO STREAMBANKS AND STREAMBEDS, CONTRACTOR
SHALL REMOVE ALL RIPRAP, PUMP AROUNDS, SEDIMENT AND EROSION CONTROL DEVICES OR MATERIAL AND RESTORE
STREAMBANKS AND BEDS TO PRE —CONSTRUCTION ELEVATIONS AND CONTOURS USING NATURAL CHANNEL DESIGN
METHODS AND MATERIALS. STREAMBANKS WILL BE RESTORED USING THE APPROPRIATE NATIVE SEED MIX, SEE
SUGGESTED SEED MIX OR EQUIVALENT IN STREAM AND WETLAND SPECS. SEED WILL BE COVERED WITH CLEAN STRAW
AND THEN COVERED WITH MATTING. MATTING USED WILL BE 700—GRAM COIR FIBER MATTING INSTALLED USING ECO
STAKES (OR EQUIVALENT). NO METAL LANDSCAPE STAPLES WILL BE USED TO SECURE MATTING ON STREAM BANKS
OR IN WETLANDS. AFTER MATTING STREAMBANKS WILL BE PLANTED WITH APPROPRIATE VEGETATION USING NATIVE
TREE AND SHRUB SPECIES (SEE PLANTING SCHEDULE).
14. FOR CONSTRUCTION CORRIDORS IN WETLANDS AND STREAM CHANNELS, STUMPS SHALL BE GRUBBED ONLY AS
NEEDED TO INSTALL THE UTILITY LINE. REMAINING STUMPS SHALL BE CUT AT GRADE LEVEL, AND HERBICIDE APPLIED
TO THE STUMP WITH APPROPRIATE HERBICIDES LABEL FOR USE IN AQUATIC SYSTEMS.
15. MIXING OF TOPSOIL AND SUBSOIL WITHIN WETLANDS SHALL BE MINIMIZED TO THE GREATEST EXTENT POSSIBLE
16. SEDIMENT AND EROSION CONTROL MEASURES SHALL NOT BE PLACED IN WETLANDS OR WATERS OF THE U.S.
EXCEPT WITHIN THE FOOTPRINT OF THE IMPACTS AUTHORIZED BY THE STATE WATER QUALITY CERTIFICATION AND AS
SHOWN ON THE PLANS.
17. ALL WORK WITHIN STREAMS SHALL BE CONDUCTED SO THAT FLOWING WATER IN STREAM DOES NOT COME IN TO
CONTACT WITH DISTURBED AREAS.
18. SYNTHETIC FERTILIZER WILL NOT BE USED WITHIN WETLANDS OR ON STREAMBANKS. WHERE SYNTHETIC
FERTILIZERS ARE REQUIRED IN AREAS ADJACENT TO STREAMS OR WETLANDS IT SHALL BE APPLIED IN A MANNER
THAT MINIMIZES RISK OF CONTACT BETWEEN FERTILIZER AND SURFACE WATERS.
19. ALL PROPOSED TEMPORARY CULVERTS SHALL BE REMOVED, AND THE IMPACTED AREA RETURNED TO
PRECONSTRUCTION ELEVATIONS AND CONTOURS WITHIN 60 CALENDAR DAYS AFTER THE TEMPORARY IMPACT IS NO
LONGER NECESSARY.
20. ALL PROPOSED AND APPROVED TEMPORARY PIPES/ CULVERTS/ RIPRAP PADS, ETC. IN STREAMS SHALL BE
INSTALLED AS OUTLINED IN THE MOST RECENT EDITION OF THE NORTH CAROLINA SEDIMENT AND EROSION CONTROL
PLANNING AND DESIGN MANUAL OR THE NORTH CAROLINA SURFACE MINING MANUAL OR THE NORTH CAROLINA
DEPARTMENT OF TRANSPORTATION BEST MANAGEMENT PRACTICES FOR CONSTRUCTION AND MAINTENANCE ACTIVITIES,
SO AS NOT TO RESTRICT STREAM FLOW OR CAUSE DIS—EQUILIBRIUM DURING USE OF THE GENERAL CERTIFICATION.
21. MECHANIZED EQUIPMENT OPERATED NEAR SURFACE WATERS SHALL BE INSPECTED AND MAINTAINED REGULARLY
TO PREVENT CONTAMINATION OF SURFACE WATERS AND WETLANDS FROM FUELS, LUBRICANTS, HYDRAULIC FLUIDS, OR
OTHER TOXIC MATERIALS. CONSTRUCTION SHALL BE STAGED TO MINIMIZE EXPOSURE OF EQUIPMENT TO SURFACE
WATERS. FUELING, LUBRICATION AND MAINTENANCE SHALL NOT BE PERFORMED WITHIN 50 FEET OF A WATERBODY OR
WETLANDS.
22. CONTRACTOR SHALL REPORT TO CHARLOTTE WATER ANY PETROLEUM SPILL OF 25 GALLONS OR MORE; ANY
SPILL REGARDLESS OF AMOUNT THAT CAUSES A SHEEN ON SURFACE WATERS; ANY PETROLEUM SPILL REGARDLESS
OF AMOUNT OCCURRING WITHIN 100 FEET OF SURFACE WATERS, AND ANY PETROLEUM SPILL LESS THAN 25
GALLONS THAT CANNOT BE CLEANED UP WITHIN 24 HOURS.
23. EROSION CONTROL MATTING THAT INCORPORATES PLASTIC MESH AND/OR PLASTIC TWINE/MESH SHALL NOT BE
