I have finally had a moment to take a look at the projects and their locations along with any concerns pertaining to ESA or SHPO concerns. Based upon the mapping, both projects are located just outside of Historic Districts qualifies for a Nationwide Permit 13 without the need to submit a PCN for the Corps' review, provided you comply with the attached NWP 13 general and regional conditions. In addition, as your projects proceed in the future, in order to address all issues with ESA concerns, including plants, please either coordinate with the Byron Hampstead with the USFWS out of Asheville to ensure your proposed projects are compliant with ESA or you can provide information pertaining to whether there is suitable habitat for listed species or not for us to provide to the USFWS in our coordination process. I realize that this may be a newer request from the Corps and I am more than willing to discuss with you further. You can reach me on my cell at (919) 916-9976. We are working on 2 sites in Forsyth County doing some small streambank stabilization work. They are below the thresholds for requiring written approval (i.e. PCN and permit fee) for DWR per WQC 4134. See attached permit level drawing and summary of proposed impacts below: Currin Site: 82-ft of boulder toe stabilization with native vegetated geolifts on the right bank and bank sloping, coir matting, and native vegetation on the left bank within the same footprint plus an additional 39 linear feet. Conrad Site: 62-ft of boulder toe stabilization with native vegetated geolifts on the right bank and bank sloping, coir matting, and native vegetation on the left bank. Additionally, a riffle section will be enhanced in this area for 60 linear feet. All work at both sites will be completed in the dry. Do we need to submit a PCN to the Corps for approval for either or both of these sites? Feel free to call if you have any questions or need additional information.
