III. Certification Statement:
I Kendra Parrish certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which 1
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

PLANNING ASSESSMENT ADDENDUM (PAA)
Submit a planning assessment addendum for each pump station listed in Section 11 where Available Capacity is
0.

Given that:
a. The proportion and amount of Obligated, Not Yet Tributary Daily Flow (C) accounts for
43 % and 0.138 MGD of the Available Capacity (E) in Pump Station
HS Basal creek ; and that
b. The rate of activation of this obligated, not yet tributary capacity is currently approximately
N/A MGD per year; and that
c. A funded Capital Project that will provide the required planned capacity, namely
HS Basal Creek Phase 2A is in design or under construction with
planned completion in September 2021 ; and/or
d. The following applies:
An upgrade to the HS Basal Creek Pump Station will be completed in partnership with a
Developer on a contributing project. It is anticipated that the improvements will be
completed for expanded capacity by September 2021.
Therefore:
Given reasonably expected conditions and planning information, there is sufficient justification to allow
this flow to be permitted, without a significant likelihood of over -allocating capacity in the system
infrastructure.
I understand that this does not relieve the collection system owner from complying with G.S. 143-
215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal
system.

note that Village Gate Tract 1 is preparing to tie into the downstream 8" gravity sewer installed as
part of the Stephens Tract Phase 2 project, permitted under WQ0042413. This section of sanitary
sewer has not yet been certified. We understand that Stephens Tract Phase 2 will need to be
certified prior to allowing Village Gate Tract 1 to go live with sewer.

Attached, please find the applications and submittal items for review of the proposed sanitary sewer
gravity line The proposed public sanitary sewer main is for the Village Gate Tract 1 project located in
Holly Springs, North Carolina. off of South Main Street Village Gate Tract 1 is a 159 unit age
targeted multi -family project with parking lot. garage units, associated drive aisles and amenity areas
including a swimming pool.
This project is proposing to extend an existing 8-inch PVC and ductile iron gravity sewer main
approximately 461 linear feet and associated services to the building running along the southern
property line of the Village Gate Tract 1 property to service the multi -family building and provides a
manhole stub for future connection to Tract 1 B The proposed gravity system will connect to the
Stephens Tract Subdivision sewer system to the west

On March 15,1995, the Division received your wastewater flow reduction request and supporting
documentation concerning wastewater flows associated with present residences within the Town of Holly
Springs. Your letter requested the Division allow the reduction of wastewater flows from 120 GPD per
bedroom as required in required by North Carolina Administrative Code to 255 GPD per household for
single family residential units. In support of your request, water consumption data and wastewater
information was supplied from households located in Holly Springs.
An evaluation was completed by the Division in accordance with 15A NCAC ,0219(1)(3) using the
water consurnption.data submitted, twelve (12) months of data starting from January 1994. The peak
month was determined to be January 1994 based on average wastewater generated per customer. Using
the upper 10% of the water consumption data for the month of January, eliminating industries, commercial
properties and several inaccurate residential readings, Division staff verified the flow rate of 255 GPD per
household.
In yieW of the information submitted, the Division of Environmental Management hereby approves
the use of 255 GPD per single family residence in all applicable non -discharge permit applications for
future wastewater collection extensions which will be made tributary to the Town of Holly Springs
Wastewater Treatment Plant Permit No. NC0063096). This consideration applies to any applicable future
projects submitted to this Division as well as any projects which are presently under review, Wastewater
flows presently tributary to the wastewater treatment facilities can be adjusted upon negotiations between
the Town of Holly Springs and the Raleigh Regional Office,
