This project propos�s to place an arran�>ement o�f concrete A-j�cl<s and sand bags to pi•event fur�thei• scour
along bi•idge pile si.�pport bent 166 on tne south side of the [nlet. Duf�ing ��ecent deptl� soundings and bridge
survey f�eviews, it ��vas discovered ti�at brid�,e piliribs at� bent I# 166 a��e belo�� the minimum pile embedment
depth (critical scour elevation). "T'his means that the bottom contouf� has eroded a�vay to a critieal point
around the pile structure. This lack of �round sup}�o��i af�ound the piles is very coi�cernii�g to bridge
structur-al engineers and warrants in�mcdiate action io pr-event furti�er sco�n�, which will lead to a bridge
closure. in order to reduce further srour and l�ss of str�ictw�al integrity, NCDOT is proposin� an
ar-rangement of 503 conci•ete A-jac!<s and 409 sandba,;s placed af�ound thP piles associatecl witli bel�t # 166.
The scour protection A-jacl<s and sand bags wi(i be placer� ot� tl�e bottom and tied to�ether b}� stainless steel
cable and K.evlar line to create uniform com,inuous l�rote�:?ive layer. The total footpriilt on the bottoiu will
be 2,251 square feet 1'3•oili the A ja.cl<s and 3,691 sq. leet fi-om th� sandba�s. This iotals an ai-ea of impact to
the inlet floot� of 0.084 acr�s. After t�he n•-jacl<s and sandba� placement is complete, a pi•edicted minimuin
water depth will be a��pi�otiimately �9 fieet fi•om Mea�� Low Tide. The A-ja�;l< and sandbag placement
arran�ement and detail is provided i�� the attached permit drawings. Sand used to iill the 3X3 sandbags will
come fi-om windblown beach sa��ci ihai has cc�llected on the� Old Coast Gu�rd Station 12d. (SR 1257) and the
borrow pit located in Avon. The Avo�� bo��row pit has bGei� rsviewed for quality beaeh sand material and
fo�nid to be compatible. Oniy l�each qualiry sa��d that is similat� in size anci appearance will be used. T11e A-
jacks and sandbags ��ill be pl�ced by � bar�e/tus� ancl di��i��g operation. "��he cn and off loading of
construction materials to the �voi-'.� �araes/tii� o�eration ���ii! occur fi�oro tlle Boi���er Bridge. A daytime lane
closure will be necessaty to cond«ci th�� maY�:rial transfcre.
NCDOT is also coorain�ting �vith the NCD<.'n�1 on this project. This wil] be clone t�hrough a
reguested Major Permit Modificatien tc� j�en?�ii 128-04 for bridge maintenance. It is NCDOT's intent to
have this contract available for construction by Decembe�� 16`�'. We� appreci�te any efl'orts a»d coordination
that can tal:e place to help DOT ii�eet T:nese deadlines, ai�d respond to t��is emecgei�cy maintenance repair.

The project site's only structure consist of the �onner Bridge, which crosses Oregon Inl�t and highway NC 12. On the
southside of the inlet there is a rock termin�l groin that extend� from the soundside to the ocean. The bridge is bordered
on the north by the National f'ark Service Property (Bodie Isl��nd) and the south by the l;SFWS property (Pea Island).
General land use is in conservation and is used by fisherman, beach fiourist, �ircl watchers, and other water/outdoor
related recreational users.

The work area around the bridge benis is within the inlet s�.�rface waters. Na jurisdictional wetlands are within the
immediate project work area.

Emergency response to prevent f��rther scc�ur at pil� supports assaciatEd with bent 166 0� the southend of Bonner
Bridge. This will be done by atterripting to I�y A-Jacl<�/sandb�3c�s around bridge piles fio establi4�h a protective layer,
reducing the criance for a�lditional scour to occur at this location.

The project proposes to pi�event Furfher scour around bridge b�nt # 166 by placing sandbags around the piles and A-jacks
around the bP��t structure. The sandbays will be 3Y.3X3 feet and �illed fram and upland sand source. They will be sealed
prior to placement around the piles. The k�ei7i will rec�ive apprc}xim�tely 409 bags �laced araund the piles, resulting in a
fill area of aro�md 1440sG ft. . The la�;nt 166 will a!so have an an�ai�g�m�nt of approximately 503 A-Jacks placed to reduce
scour around t'r�e benfi niles resultiny in 2,?_�1 s�q. ft c�f inlet botto�n cover�ge. The sancibagy and A-jacks will be
assembled partially at the old coasfi c�uaed road staging �rea, �nd p�rtially on the barge plafiform. A crane operation will be
conducted from a filaating barge Gnd tug, whicF7 will man�aev�ar into place and lay the str�aci:ure on the inlet floor, as
depicted in the permit drav✓ings.
The barge loading on and off vvill be cond�acted From the �oni��er l3ridge deck. l"his project wiil require transport
equipment/ trucks, tugs, baroe, and .r,rane. �i�he si.�ging sita will be lor,ated within the old coast yuard roadway (SR 1257).
