WBS# 3B.206711 (DWQ Permit Fee: $246} Dear Mr. Herndon: Please find enclosed a PCN application frorri the North Carolina Department �f Transportatior� (NCDOT) for a Water Quality Certification 3883 (corresponding with Nationwide 3 permit) hurial waiver for the pipe replacement on SR 1697 (Clay Hill Rd) , 500 feet North of SR 1520 (Bill Canady Road) in Onslow County. The scope of the project wil] be to replace the existing 39' Iines, one 48" CMP and one 36" CMP with hvo 38' lines @ 60"x46" aluminum CMAI' with aluminum inlet headwall with wings and aluminum outlet headwall. Currently the stream siope is 1.5% over 115 Iinear feeE. NCDOT prapases to ptace the pipes with an inlec invert of 92.5 and an outlet invert of 92.0, givin� the proposed pipe a slope of 1.3%. The inlet in�vert is buried accordingly with the permit conditions and upstream elevations. Howe�er, the outlet invert is reiatively level with downstream eler+ations (92.06 r� 2' downstream; 91.47 @ 1S' downstream; 91.97 cr 40' downstream). Burying the pipe below 92.0 will create a greater sIope of the pipe and potentiaily cause a blowhole s�tuation. Currently the outlet invert is perched.
