In regards to the referenced project the modification of CAMA permit for Northern Riverfront
Marina to add 40 floating homes to the facility, DWR offers the following comments:
From DWR 401 Certification Program - If the project triggers a federal permit from the US Army
Corps of Engineers under Section 10 or Section 404, DWR will have to review the project to certify if
it will comply with state water quality standards per section 401 of the Clean Water Act. It has not
yet been communicated to DWR that a federal permit requiring a 401 Certification has been
triggered. I believe ACOE is still reviewing this question.
From DWR NPDES - As we understand the parameters of the proposed project, we believe that the
project may require a NPDES individual permit for the resultant gray water discharges.
