Pilot Environmental, Inc. (Pilot) is pleased to submit this report of the wetland delineation for the
approximate 224-acre tract located north and south of Gerringer Mill Road in Burlington,
Alamance County, North Carolina.
Background
Wetlands are defined by the United States Army Corps of Engineers (USACE) and the United
States Environmental Protection Agency (EPA) as "those areas that are inundated or saturated
by surface or groundwater at a frequency and duration sufficient to support, and under normal
circumstances, do support a prevalence of vegetation typically adapted for life in saturated soil
conditions." In order for an area to be classified as wetland, hydrophytic vegetation, hydric soils,
and wetland hydrology indicators must be present.
Section 404 of the Clean Water Act (CWA) regulates the discharge of dredge and fill materials
into waters of the United States (lakes, rivers, ponds, streams, etc.), including wetlands. Waters
of the United States include the territorial seas, navigable coastal and inland lakes, rivers and
streams, intermittent streams, and wetlands. The EPA and the USACE jointly administer the
Section 404 program. Section 401 of the Clean Water Act grants each state the authority to
approve, condition, or deny any Federal permits that could result in a discharge to State waters.
Jurisdictional features include wetlands, open waters, ponds, lakes, and perennial/intermittent
streams. Jurisdictional features are regulated by the USACE and North Carolina Department of
Environmental Quality -Division of Water Resources (NCDEQ-DWR). Permits are required priorto
impacting any jurisdictional feature. The type of permit required is specific to the type, location,
and amount of impacts. Stormwater management plans and/or mitigation for proposed impacts
could be a requirement of the permit approval process.

The findings and conclusions in this report are our opinions based on field conditions
encountered at the time of the site visit. Changes including, but not limited to, regulations,
weather, timber/vegetation removal, and usage/development of the site or nearby properties
can alter the findings and opinions presented in this report. We recommend that this report only
be used for preliminary planning purposes. Agency verifications, followed by a survey of
jurisdictional features, are required to determine the exact extent and locations of jurisdictional
features and are valid for a period of up to five years following issuance of a USACE Jurisdictional
Determination (JD) and/or NCDEQ-DWR Site Determination Letter.
Scope of Services
Pilot was contracted to perform a wetland delineation for the approximate 224-acre tract located
along Gerringer Mill Road in Burlington, Alamance County, North Carolina. The site includes the
parcels identified by the Alamance County Geographical Information System (GIS) as Parcel
Identification Numbers (PINS) 8857858413, 8857734670, 8857836360, 8857734670,
8857530103, 8857427886, and 8857426595. The scope of services included a delineation of
jurisdictional features (streams, wetlands, and other surface waters) on the site.
Literature Review
We reviewed the U.S. Geological Survey (USGS) Topographic Map, the U.S. Department of
Agriculture (USDA) Soil Survey of Alamance County, the U.S. Fish and Wildlife Service (USFWS)
National Wetland Inventory (NWI) Map, and the Federal Emergency Management Agency
(FEMA) Flood Insurance Rate Map (FIRM).
• The USGS Topographic Map (Drawing 1) depicts unnamed tributaries to the Haw River on the
northern, eastern, and southern portions of the site. A pond is depicted on the eastern portion
of the site. The Haw River is depicted along the western site boundary. Additional drainage
swales that could contain surface waters or wetlands are located on the site.
• The USDA Web Soil Survey of Alamance County (Drawing 2) identifies the following mapping
units on the site: Chewacla loam (ChA), Cullen clay loam (CnB2, CnC2, and CnD2), Enon sandy
loam (EnB, EnC, and EnD), Enon clay loam (EoB2), Helena sandy loam (HeB and HeQ Riverview
loam (RvA), and Water (W). The Chewacla series consists of somewhat poorly drained,
moderately permeable soils that occur on floodplains. The Cullen series consists of well drained,
moderately permeable soils that occur on upland ridgetops and side slopes. The Enon series
consists of well drained, slowly permeable soils that occur on ridgetops and side slopes. The
Helena series consists of moderately well drained, slowly permeable soils that occur on ridges
and hill slopes. The Riverview series consists of well drained, moderately permeable soils that
occur on floodplains. The Chewacla loam (ChA) soil mapping unit is identified on the Alamance
County Hydric Soils List. The remaining soil mapping units are not identified on the list.

Pilot also reviewed the last published USDA Soil Survey of Alamance County (Drawing 2A). The
published soil survey depicts unnamed tributaries to the Haw River generally consistent with
those depicted on the USGS topographic map, and additional unnamed tributaries within
drainage swales on the southern and eastern portions of the site.
• The USFWS NWI Map (Drawing 3) depicts a freshwater pond and riverine features generally
consistent with the those depicted on the USGS Topographic Map.
• The FEMA FIRM (Drawing 4) identifies the western portion of the site along the Haw River within
a regulatory floodway and the 100-year and 500-year floodplains. The remainder of the site is
located in Zone X, an area of minimal flood hazard.
Field Delineation
Pilot conducted the field delineations on November 15-16, 2017 and January 20, 2020. Several
dilapidated structures are located on the northern portion of the site. The remainder of the site
contains fields and wooded land. The northeastern portion of the site south of Gerringer Mill
Road is currently under construction with a residential development.
A pond is located on the eastern portion of the site. The pond is hydrologically connected to up
and downgradient streams and wetlands. Based on our observations, the pond is jurisdictional
and regulated by the USACE. The ordinary high water mark of the pond was marked in the field
with blue and white striped surveyor flagging and geolocated with a handheld Trimble GPS Unit.
Several streams are located on the site. The streams have well-defined channels and evidence of
ordinary high water marks. Streams ISB and SG exhibited weaker stream characteristics and
contained pools of stagnant water and areas with dry stream beds. Based on our observations,
these streams are intermittent. The remainder of the streams have sinuosity, substrate sorting,
riffle -pool complexes, evidence of aquatic fauna, and contained flowing water during our site
visits. Based on our observations, these streams are perennial. The centerlines of the majority of
the streams were marked in the field with blue and white striped surveyor flagging. The
remaining streams (Haw River, SD, and MSA) have clearly defined limits and were flagged at their
origins and approximate intersections with site boundaries. The streams were geolocated with a
handheld Trimble GPS Unit.
Wetlands are located adjacent to and upgradient of the pond and streams and within drainage
swales on the site. The wetlands are separated from surrounding uplands by distinct breaks in
topography, vegetation, hydrology, and/or soils. USACE Wetland Determination Data Forms,
supporting our opinions, are included as attachments. The wetland boundaries were marked in
the field with red and white striped surveyor flagging and geolocated with a handheld Trimble
GPS Unit.

Drawing 5 shows the approximate locations of the pond, streams, wetlands, and data points, as
well as our flag numbers. Drawing 5 is subject to change during agency verifications of the
delineation.
Watershed Classification
According to the NCDEQ-DWR, the site is located in the Cape Fear River Basin. Several unnamed
tributaries to the Haw River are located on the site. The Haw River is located along the western site
boundary. The NCDEQ-DWR has classified the Haw River, the receiving waters, as Water Supply V
(WS-V); nutrient sensitive waters (NSW).
Additionally, the site is located in the Jordan Lake Watershed. State Regulated Riparian Buffers are
required adjacent to the pond and streams on the site as depicted on the most recent versions of
the USGS Topographic Map (Drawing 1) and the Published USDA Soil Survey (Drawing 2A). There are
discrepancies between several of the features identified on the maps and those delineated in the
field. We recommend consultation with NCDEQ-DWR, Alamance County, and/or the local zoning
authority to determine local buffer/stormwater setback requirements.
Agency Verification
The site has not been verified by the USACE or the NCDEQ-DWR. We understand that our flags
will be surveyed to determine the exact extent and locations of jurisdictional features and
applicable surface water buffers. The delineation, including locations and designations of
features, is subject to change during agency verifications.
