On behalf of the applicant, Triangle Town Center Holding, LLC (Attn: Mark Tipton) please find attached
a revised PCN application form and supplemental information addressing comments by the USACE and
NCDWR. The applicant is requesting approval to utilize Nationwide permit 29 from the USACE and
associated the 401 Water Quality Certifications as well as a Buffer Authorization from N.C. Division of
Water Resources (NCDWR). Impacts are below wetland and stream loss mitigation thresholds but Impact
2 will require buffer mitigation.
The proposed project is a residential apartment complex. For more details see the attached site plans,
maps and PCN form. The proposed impacts are for fill for two road crossings (NWP29). Impact 1 is a
culverted crossing. Impact 2 is an arch span but due to width and height of the incised stream footings
cannot be constructed without impacting the stream channel. We have chosen to consider these to be
permanent impacts underneath the span, only the temporary construction access at each end of the span
is considered temporary. The arch span is required to avoid backwater on the adjacent upstream
property. No rip rap is required at the arch span. An aerial sewer line is proposed that has no stream or
wetland impacts and is deemed allowable by the buffer rules.
