Dredging gravel and sand from a pool whose water level elevation is below the surrounding ground water level, 2. Using the water in the dredge pool to convey the sand and gravel to a stock pile area. 3. Removing the gravel and sand from,the water using screens and cyclone separators. 4. Returning and discharging the water to the same dredge pool for reuse. 5. Make up water is provided by ground water infiltrating into the dredge pool. From our review of the above process, we are not certain that the provisions of 15 NCAC 2H.0200 are applicable and a permit is required. Please review the application package and provide us with your determination as to what, if any, regulations govern the process. Senior Engineer JGF/jn RECrI ED NON -DISCHARGE APPLICATION ATTACHMENT MAR Karled Mine, Bracketts Township, McDowell County""VIITS& Process Description The process is designed to mine sand, gravel and gold by a dredge type operation as shown on Westinghouse drawing 4114-89-404-01, "Process Flow Diagram" and as described in Little & Little drawing "Phased Mining & Reclamation Plan" sheets 1 through 3. Gravel and sand are removed from the mining area by dredge and pumped through a 6-inch line to the stockpile area. The water flow rate used to convey the gravel and sand is approximately 1600 gpm. At the stockpile area, screens remove and sort the gravel into several stockpiles. After the screens, the flow proceeds to cyclone type separators which remove sand and trace quantities of gold. The water, less a small lost in the removal operation, is returned to the dredge pool for reuse. The water will contain fine particles not removed by the screens or separators. The fines will eventually settle out in the dredge pool. Since the water level in the dredge pool will be below the ground water level, ground water will flow into the dredge pool. Westinghouse Environmental and Geotechnical Services, Inc. was originally retained by Narex Ore Search Consultants to prepare and submit a Non -Discharge Permit Application for the referenced facility. Permit No. WQ0001364 was issued on May 15, 1989 for the construction' and operation of the wastewater collection system. During construction the plans were modified to include a sedimentation pond to remove soil particles from the wastewater prior to returning it to the dredge Pool. No other changes were made to the approved construction plans and specifications, therefore, the system will still operate as a wastewater recycling system. From our review of the modification to the recycling system, we are not certain that provisions of 15 NCAC 2H.0200 require a new or amended permit.
