The existing 18' W x 20' L timber bridge needs to be replaced due to deterioration and insufficient width. "I'he proposed replacement structure will be a 27' W� 40' L x 21" D concrete cored slab bridge constructed on existing location at a 90 degree skew. The bridge constructiau will utilize an offsite detour during the dnration of the project. I am enclosing a PCN applicatioii, Rapanos Jw•isdietional form, SHPO forms, plan sheets showing the proposed �vork, a marked couuty map, � USGS quad map and photographs. The U.S. Fish a��d Wildlife Seivice (USFWS) County Lists aud tlie Nortli Caroliva Natural Heritage Database �>>ere checked for records of tlu•eatened aud endangered species. The USFWS lists 56 species for Macon Couuty that have federal status. Additionally, tlie bald eagle (Hrdiaeetus (eucocep/�nh�s), wl�ich is protected under the Bald aud Golden Eagle Protection Act, is known from Macon Cottnty. The species iu tlie database include the sicklefin redhorse (d�fososfomo sp.2), a candidate species for listing, and the bog turtle (Gl��plenr��s nrahlenbergn�, wl�ich is listed as threatened due to similarity of appearance to the listed nortlieru bog turtle. Seven species, Carolina uorthern flying sc�uirrel (Glnucanys sabrintrs colorah�s) spotfin chub (Erintonn.r inonnchus), Appalachian elktoe (Alnsnridonl�r rm�e��elimza), littlewing pearlymussel (Pegrns fnbirla), small whorled pogonia (Isoh•ia ntecleolordes), Virginia spiraea (S�irnea i�irgininnrt) and rock gnome lichen (G�m7�7odermn linero•e), are listed as either tlu�eatened or endaugered. There is a record for die bog turtle within the five mile radius. The habitat witl�in Poplar Cove Creek is not cliaracteristic of l�abitat for the Appalachian elktoe, spotfiu cliub, the little�ving pearlynlussel or tlie sicklefin redhorse. Therc are no current records for tl�ese species upstream of Lake Emo�y Dam near Fraiilclin. The project is li�uited in scope to replacing the bridge �vitl� a siugle span cored slab stracture on existing locatiou; therefore, the potential ta affect downstream aquatic habitat is minimal. The terrestrial haUitat at the project site has been altered due to single family residences, the road, and the biidge. Tlte ripariau area up and downstream of the project consists of a nan�o�v forested strip. There are no �vetlands associated �vith the bridge project; therefore, there �vill be no ei�fect on the bog tiirtle. The rock gnoine lichen is typically found at high elevations on vertic�l rock surfaces that are bathed iu fog. However, it can occur at lower elevations in deep river goiges wliere there is high liumidity and other appropriate l�abitat conditions esist. The elevation at the project site is approlimately 2240 witl�in a streain valley with relatively gentle teri�ain. Vertical rock substrate is lackiug in the viciuiry of the bridge. Virginia spirae� is typie�lly found along relatively high gradieut rivers tl�at are larger than Poplar Cove Creek. Tlie streams are prone to scouring, which favors the Vitginia spiraea. Habitat at this site does not appear to be characteristic of Uiis species. The nearest record for the Virginia spiraea is along the Litde Tennessee dowustream at Fra�ilclin. Habitat at the pi•oject site is lacking for Virginia spiraea. Tliere �vere no sm111 whorled pogonia records �vithi�i a five mile radius oY the project. The small whorled pogonia generally occurs in open; diy, deciduous woods �vith acid soil according to the U.S. T'isli and Wildlife Seivice. However, it is also known to occiir in a variety of habitats in Nortli Caroliva, includiug along streams. The habitat in the vicinity of tlie bridge has been higlily disturbed aud is primarily maintained grass. The �vooded ripariau �rea is narro�v and sliould uot be affected by the bridge project. Due to the prosiinity of Indiaua bat records, the USPWS considers Macon County to be au Indiana bat county. It does not appear airy tiees suitable for bat roosts will need to be removed. To a��oid potential effects on Indiana bat maternal roost sites, an}� trees that require removal will be removed during winter montl�s prior to April 15. The iudirect effects of the removal of a few h-ees at tlie bridge site wonid be considered iusignificant in tlie overall forested landseape of Macon Cotuity. Bats are luiowu to use sorue bridges for roosting. However, the old bridge is a timUer bridge and lacks the joints and thermal characteristics of bridges typically used by b�ts. No stainiug or guano was observed during tlie field scoping process. Habitat at Uie project site appears to be lacking for the listed species and the bald eagle. This project was revie�ved by NCDOT's HumTn Enviromnent Unit in 2012 for potential aYfects to historic architecture and �rchaeology. It was determined diat neidier archaeology nor historic arcliitecture required a surve}� (see attached SITYO foruis). NCDOT best management practices will be used to minimize and control erosion and sedimentation on this project The construction foreman will review alt erosion control measures daily to ensure erosion and sedime��tation are being conh•olled effectively. If the de��ices are not fimctioning as iutended, they �vill be replaced immediatel}� with better devices. Imp:�cts to Waters of the Uuited States Poplar Cove Creek (DWR Class: WS-III Tr) is shown on tlie USGS topographic map as a perennial streaui. The chamiel is well detined with a substrate of cobUle, gravel, saud and silt and is approximately nine feet �vide. The stream has sufficient llow to support h�out and other aquatic life. Poplar Cove Creek flows approaimately 0.8 miles to Cartoogechaye Creek. Approximately five tniles do�vnstream of tlie confluence of Poplar Cove Creek, Cartoogechaye Creek �neets tl�e detinition of a Traditional Navigable Water. For these reasons, we believe Poplar Cove Creek is a Relatively Permanent Water aud is under tliejurisdiction of the U.S. Amry Coips of �ngineers. Iu order to constcuet tlle projeet, it will be necessary to iiupact �vaters of the United States in the Little Teu�iessee River B�sin (HUC 06010202). The immediate vicinily of the bridge is primarily grassed areas with stringers and patches of trees. The riparian area consists of trees on the bank with adjacent areas being maintained in grass. 3b.
