I am writing to you with the next official response from the Bartlett's regarding the requested impact summary table & map, as well as the JD submittal. Attached is an official letter of response that contains a summary of the site impacts and a corresponding map depicting these locations. Although there was discussion of also submitting a plan for restoration at at least one of the culverted locations, Mr. Bartlett has had difficulties with finding a firm with which to work. He has recently begun discussions with a design/engineering firm, but they are awaiting the JD submittal and verification before signing a contract with him. That said, I believe that the next steps will involve agency review of the submitted information followed by an onsite visit to satisfy the JD verification as well as to discuss onsite remediation/mitigation options that may be required; information from that meeting can then be fed into the discussions with the design/engineering firm. Please let me know your thoughts on the proposed next steps and we can schedule accordingly. Thank you again for your continued patience throughout this challenging process. As a result of the Buncombe County "stay home, stay safe" declaration and guidance from NC Governor Cooper, our staff are working remotely through phase 1.
