Initial fieldwork consisted of identification of all piped sections of stream and detailed accounting of the size, type, length and condition of the pipes. Subsequent fieldwork involved collecting average width measurements upstream and downstream of the culverts; determination and delineation of all potential jurisdictional resources on the Bartletts properties; and development and submittal of a preliminary jurisdictional determination for the site. Attached to this letter is an impact summary table that accounts for and calculates the entirety of the site's impacts, both preexisting and newly created, as well as a corresponding map that depicts the location of culverts in relation to the site's potential jurisdictional resources. We are requesting that the Corps and DWR review the enclosed and submitted materials, and then would like to request an onsite meeting to verify the resources, view the impact areas, and discuss approaches for after -the -fact permitting including the need for mitigation. We believe it will be critical for all parties to meet onsite to explore the possibilities for remediation. We appreciate your willingness to work with the Bartletts to resolve this violation. This is a very difficult situation for the property owners to navigate, both financially and personally, and is happening during a challenging time for our society, to boot; we greatly appreciate the flexibility that you have extended their way in order to properly account for the impacts and begin to make amends.
