Enclosed is a report concerning a Compliance Evaluation Inspection conducted at CP&L's
Weatherspoon steam electric plant in Lumberton on June 15, 2001.
The observations, conclusions, and recommendations from the inspection are in Part D,
"Summary of Findings/Comments" of this report. These should be self explanatory.

Section D: Summary of Findings/Comments:
1. A compliance evaluation for the period May, 2000 through April, 2001 revealed no NPDES permit
violations for that time frame (copy attached).
2. The following required NPDES permit monitoring parameters are analyzed a this facility's
laboratory: pH, temperature, and chlorine residual. All other parameters are analyzed at CP&L's
Energy Environmental Center.
3. This facility is a coal fired steam electric plant. There are two permitted discharge points. Discharge
pipe 001 is on the 225 acre cooling pond and discharges only in response to extreme wet weather
events. The last discharge through this point was in September of 1999. The sources of wastewater
to this settling basin include recirculated cooling water, coal pile runoff, storm runoff, ash sluice
water, chemical metal cleaning wastewater, and domestic wastewater. (Domestic waste is septic
tank/sand filter system effluent.) Discharge 002 is for the discharge of noncontact cooling water.
Flow through this pipe is determined by using the pumping rates of the influent pumps removing
this water from the river.
4. The ash pond, as it currently exist, has a limited life expectancy (1 to 2 years) without additional ash
removal. Work on this has commenced, although recently interrupted by the failure of a dike
constructed as a decant basin. This has not created a problem in the large cooling pond.
5. The oil/water separator appears to be functioning properly. Recovered oil is burned in power
production.
6. In reviewing the lab and equipment, it was noted that the Fischer 4 pH standard had expired.
Accurate standards are required in order to ensure proper equipment calibration.
7. Red belly talapia have been introduced into the cooling pond as a means of controlling algae.
8. This facility appears to be well maintained and operated.
