Currituck County Wastewater Department Rod Holley, Wastewater Superintendent June 1, 2021 Subject: Notice of Violation Response Tracking No. NOV-2021-LV-0381 Tracking No. NOV-2021-LV-0379 Tracking No. NOV-2021-LV-0382 Permit No. WQ0000185 Ocean Sands WWTP Mr. Tankart: 444 Maple Rd. Maple NC 27956 Phone 252-232-6065 Fax 252-453-3721 Email: Rod.Holley@CurrituckCountyNC.gov In response to NOV-2021-LV-0381 and NOV-2021-LV-0382 Monitoring Well constituents were above limits on TDS, Chloride and Ammonia. With constant monitoring and tracking noticing during the Winter months / slow season the constituents are increasing but as water levels increase the concentrations have decreased. With the assistance of Jay Baker from Environmental Chemists we are working together to find the cause of the seasonal increase with effluent quality within limits before installing new Monitoring Wells. If we are unable to correct the issue we will be moving to the installation of the new wells. Each month we are monitoring the well depths and are noticing as the water levels increase the concentrations decrease. We have made attempts to schedule with Enviro Chem's sampler to make note and report findings at the time of sampling to give a more detailed account of the conditions and any other things that could contribute to this issue of compliance to relay to all parties to make the best possible decision in correcting the non -compliant constituent samples. In response to NOV-2021-LV-0379, effluent BOD was above limit due to solid levels in the plant building in the Reactor Dosing tank in conjunction with algae growth. This caused the growth on the tank walls to flake off in sheets and get transferred throughout the plant while Phase 1 was being retrofitted with air headers to mix and decant clear water. Since the cleaning of the plant levels have returned to normal with some fluctuation with the increased flows. Seasonal adjustments are being made to compensate for these changes and have requested process and programming checks and adjustments from F. R. Mahony who has agreed to completely go through the programming and electrical systems to make any necessary changes. Thank You, Rod Holley Wastewater Superintendent Trainee Rod.
