NC0005363 Robeson County Dear Mr. Frederick: Enclosed is a copy of the Compliance Evaluation inspection conducted May 31, 2000. As part of the inspection, a tour of the Wastewater Treatment Plant was conducted. All observations and recommendations are in Part D. Summary of Findings/Comments of this inspection report. Please remember, it is priority to discharge a good quality effluent which will not pose any problems to the receiving stream. Please review the attached report. The NPDES permit was available upon request. 2. A compliance evaluation for the period May 1999 through April 2000, revealed no NPDES permit violations for this period. 3. The following required NPDES permit parameters are analyzed at this facility's laboratory: pH, Temperature and Chlorine Residual. All other parameters are analyzed by the commercial laboratory "Aqua Tech". 4. This facility utilizes coal to produce steam which manufactures electrical power for the area. 5. There are two (2) effluent pipes, 001 and 002, for this facility. Outfall pipe 002 is made up of noncontact cooling water from heat exchanger units. Outfall pipe 001 is made up of recirculated cooling water, coal pile runoff, stormwater runoff, ash sluice water, domestic wastewater and chemical metal cleaning wastewater. The last discharge from pipe 001 was September 1999. This pipe discharges when the depth of the lake gets to a certain depth. This depth is measured in the intake flow area by a measuring device. 6. All coal remnants from the steam generation is pumped to the ash sluice pond. The ash sluice is pumped to a settling pond and then to the cooling pond for discharge to the receiving stream. The effluent from the settling pond appeared to be free of solids. 7. The Oil & Water Separator units were inspected. They appeared to be operating properly. The water is separated and pumped to the receiving stream and the oil is pumped to a holding area for recycling. 8. The domestic wastewater flows to a septic tank then to a splitter box and then to the sand filters. The sand filters are the final process before it is discharged to the effluent pipe. 9. At the time of the inspection, there was flow from pipe 002. 10. There is no sludge accumulation to warrant sludge disposal at this facility. 11. The plant appeared to be clean and neat.
