Enclosed please find a copy, of the Compliance Evaluation Inspection form from the inspection conducted on June
20, 2006. The Compliance Evaluation Inspection was conducted by Mark Brantley of the Fayetteville Regional
Office. The facility was found to be in Compliance with permit NC0005363. The cooperation of Mr. Steve Davis,
facility ORC, was greatly appreciated. As a reminder, preservation of the Waters of the State can only be achieved
through consistent NPDES Permit compliance.

Facility was clean and neat in appearance
COMMENTS
1. The facility utilizes coal to produce steam, which manufactures electrical power. There are two
permitted outfalls 001 and 002 for this facil. ity. Outfall 001 discharges from a 225 acre cooling pond and
only discharges during extreme weather conditions. Wastewater discharge's through outfall 001 is made
up of the following: re -circulated cooling water, coal pilerunoff, storm water runoff, ash sluice water,
domestic wastewater, chemical metal cleaning wastewater (boiler cleaning), internal combustion (IC)
turbinesite water from associated_ rainfall drain system/oil-water separators, low -volume waste
(incidental waste stream) not previously identified which include gravity / sump flows for such
activities as miscellaneous equipment leakage/equipment drainage for maintenance/equipment wash
down water/sampling streams and closed cooling water system blow down along with water softener
regeneration/demineralixer.wastes . with assorted associated chemical usage. Domestic wastewater
is treated in a septic tank/sand filter before it is discharged into • the pond. A discharge from outfall 001
has not occurred since 1998. Outfall 002 is m a de up of non -contact cooling water from heat
exchanger units.
2. All coal remnants from the steam generation is pum ped to the ash sluice pond. The ash sluice is
pumped to a settling pond and then de canted to the cooling pond for dis charge to the receiving
stream. The effluent from the settling pond appeared to be free of solids.

3. Flow measuring is estimated.
4. All records reviewed were well organized and up to date.
5. The ORC .and Backup ORC for this facility is Operator Certified for both Biological and
Physical/Chemical operations.
