Subject: Sewer Permit Modification for Waterford of the Carolinas (WQ0021302)
Dear Dean:
On behalf of the CIGG, LLC and H2GO, Cape Fear Engineering, Inc. is requesting to modify the
existing Waterford sewer permit (WQ0021302) to re -allocate sewer flows and to permit an
extension to the existing gravity system to allow for the collection of sewer from Waterford
Commercial Lot 14R. This modification intends to reallocate flow within the Waterford
Development and use flow that has been allocated to current and future commercial development
projects within the Waterford Commercial North section of the development.
Please note that the proposed re -allocation makes no change to the previously approved 272,000
GPD. The anticipated daily flow from the facility will be 2,500 GPD, and Lot 14R has 10,591
GPD allocated. The known flow will be revised for the Waterford Commercial North and the
balance (8, 091 GPD) will remain in future for Lot 14R.
This re -allocation does not change the previously permitted flow allocations for Waterford
Commercial North, nor the overall Waterford of the Carolinas project. Therefore, no additional
flow is being requested in regards to development of the project on Lot 14R. As such, no
revisions are required to Flow Tracking Acceptance forms.

GENERAL:
On behalf of the CIGG, LLC and H2GO, Cape Fear Engineering, tnc. is requesting to modify the
existing Waterford sewer permit (WQ0021302) to re -allocate sewer flows and to permit an
extension to the existing gravity system to allow for the collection of sewer from Waterford
Commercial Lot 14R. This modification intends to reallocate flow within the Waterford

WASTEWATER PROJECTION:
Please note that the proposed re -allocation makes no change to the previously approved 272,000

SYSTEM DESIGN:
Gravity System:
The gravity sewer system for the project has been sized in accordance with the requirements set
forth in "NCDENR Minimum Design Criteria for the permitting of Gravity Sewers".
TREATMENT FACILITY:
The current modification is a reallocation on flow, and no new flow is being requested. Waterford
Commercial North has been approved for the Northeast Brunswick Regional WWTF. When
additional flow capacity is required for future phases it will be requested.
OPERATION AND MAINTENANCE:
H2GO will be responsible for the operation and maintenance of the sanitary sewer system.

Please find below Cape Fear Engineering's responses to comments provided for the above referenced
permit submittal.
Can you provide a breakdown on flow usage for the Commercial Outparcel Lots 1-5
that were provided allocation of 6,600 gpd using 880 gpd/ac on 10-5-2007? 1 need to
see if more flow needs to be utilized from the existing 51+K balance to cover them.
Also, the one you provided hasn't been updated to show the car wash on Lot 9 along
with the apartments on Lot 12 are existing.
Response:
We have requested the flow data from H2Go for Lots 1-5. See attached revised flow tracking sheet
with updated Lots 9 and 12.
2. Also, do you have a current map/layout of all the outparcel lots numbered? Not sure
where Lot 6 is supposed to be located either.
Response:
See attached Plat Maps with Parcel Numbers (PM 43184, PM 108147)
3. Lastly, is the proposed office building on Lot 14R using all the acreage as it appears
not? Wanted to make sure I understand the summary you provided.
Response:
You are correct, there will be future improvements on Lot 14R and at that time future flows will be
reallocated within the Lot Total. The current facility has an anticipated flow of 2,500 GPD (25
gal/employee/shift per 15A NCAC 02T .0114 with an anticipated 100 employees).

Thanks Kyle.
So it looks like we have Outparcels 1-5 being short on allocation by about 2000 gpd and under on the Lot 6 uses by about
4000 gpd, thus overall we are still good and think we should leave the system descriptions alone on them and not worry
about updating them or the flow any longer.
- Agree, we are good with this.
How certain is everyone with the future identified uses on Lots 7A and 15R? Do you want that allocation specified now
or later? If more line will be needed for either or both, then probably best not to allocate those needing line now.
We are very confident in those flows provided and both of those facilities are under construction. We
did the design for 15A and the Town confirmed the proposed # of rooms for the 7A Hotel site.
On the rest of the unknown areas do you want the volumes assigned by Lot now or just leave the new positive balance
intact to be used as development becomes known? By the way, how was the per acre rate you listed arrived at?
- We were planning to allocate now based on the remaining acreages. I have added some information to
the exhibit but we allocated based the remaining acreages and remaining flow. So we allocated 33,953
GPD across the 13.58 future acres to get our 2,500 GPD/Ac allocation.
