On November 10, 2021, a site inspection was conducted for the Public Works Complex facility located at 200 John Road,
Clinton, Sampson County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review. Lisa
Osthues, Environmental Programs Manager was also present during the inspection and her time and assistance is greatly
appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit
NCGO80000 under Certificate of Coverage NCG080675. Permit coverage authorizes the discharge of stormwater from the
facility to receiving waters designated as Cattail Branch, class C-waters in the Cape Fear River Basin.
As a result of the inspection, the facility was found to be compliant with the conditions of the NCGO80000 permit. Please
refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to 'a civil penalty
assessment of up to $25,000 per day for each violation. If you or your staff have any questions, comments, or needs

Inspection Summary:
Melissa Joyner met with Chris Medlin, Public Works & Utilities Director and Lisa Osthues, Environmental Programs
Manager at the City of Clinton, Public Works facility. She reviewed the Stormwater Pollution Prevention Plan (SPPP) which
appeared well -organized and contained the information required by NPDES Stormwater General Permit NCG080000. The
SPPP was being fully implemented per the conditions of this permit Analytical Monitoring does not occur at this facility
because personnel do not use more than 55 gallons of new motor oil and/or hydraulic oil per month when averaged over the
calendar year. The Qualitative Monitoring records were reviewed and appeared satisfactory.
The facility grounds were inspected, including Outfalls 1-5, the Above Ground Storage Tanks and the Best Management
Practices which were being utilized. All was being maintained and was in compliance.
