Due to the numerous cleanouts and sweeps, the Contractor is not able to get the mandrel into the line. Also the pressure is not holding in the line also likely as a result of the sweeps and the cleanouts. When we pressurize the line, it loses the 3.5-4 psi pressure in about 15 seconds. The Contractor hears hissing at the cleanouts, likely where there is an insufficient seal. We have already asked the contractor to TV the line and will review the footage to make sure the line is clear and that there are no major issues. Will it be sufficient to certify the line based on the TV footage? If this is not acceptable, please let us know what will be required.
