13 /U.S. 158 from U.S. 158/N.C. 45 near Winton to the U.S. 158 Bypass in

Dear Ms. Wheeler and Mr. Williams:
Please see the enclosed revised permit drawings for the above referenced project. As
construction on the Chowan River Bridge has progressed, we have realized the need for a
temporary mooring barge and trestle to allow a crane to install Bent 8. As such, please
find attached the following:

The piles will be installed with a vibratory and impact hammer. The wetlands over which
the trestle will preside have previously been permitted for hand clearing as part of Wetland
Site 5. Utilizing the trestle will not result in additional impacts except for the pipe piles to
support the trestle. The trestle is all steel with timber attached to track girders. The trestle

will be in place for four -five months. This method of construction is expected to have the
least amount of impacts.
A barge is currently moored along the shore near Bent 8 that is being used to access the
shore and load /unload material that was not originally permitted. Once construction of
Bent 8 commenced, this barge will be removed, however it will be replaced with the barge
shown in the attached drawings. This barge will remain in place throughout construction.
Shoupes Landing
As an informational item, NCWRC has granted permission for a crawler crane to be
loaded / unloaded at Shoupes Landing. A copy of the NCWRC letter is attached. The
proposed activity will NOT require any additional federal or state permits.

Please consider processing this request as a modification to the 404 Section 10 Permit and
the DCM Major Permit. If you have any questions or need additional information, please

• Any damages to the site resulting from this activity shall be fully repaired within 45 days of
the occurrence.
• This permit must be in possession and available during the special use listed abov --.
• The event organizer must possess a copy of this permit and make it available for
inspection on request by Commission personnel.
