Describe receiving stream features and pertinent downstream uses: Upper drainage area is rural. There is one permitted discharge to Bell Swamp which is a tributary to Queen Creek. The stream channel at the proposed point of discharge is 20 to 30 feet wide and appears deep and well defined. PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS 1. a. Volume of Wastewater to be permitted: 0.2 MGD (Ultimate Design Capacity). b. What is the current permitted flow limit? Proposed c. Actual treatment capacity of the current facility (current design capacity)? Proposed d. Date(s) and construction activities allowed by previous Authorizations to Construct issued in the previous two years: NA e. Please provide a description of existing or substantially constructed wastewater treatment facilities: None f. Please provide a description of proposed wastewater treatment facilities: Two lagoons for settling solids in softener backwash. g• Possible toxic impacts to surface waters: Chlorine h. Pretreatment Program (POTWs only): in development approved should be required not needed X 2. Residuals handling and utilization/disposal scheme: Residuals which settle in the sludge lagoons will need to be removed occasionally. It is proposed that solids be handled by a solids contractor who will either land apply on a permitted site or dewater and haul to the landfill. a. If residuals are being land applied, please specify DEM Permit No. Residuals Contractor: Telephone No.: b. Residuals stabilization: PSRP PFRP Other c. Landfill: d. Special monitoring or limitations (including toxicity) requests: See comments 3. Important SOC, JOC or Compliance Schedule dates: (Please indicate) Date: Submission of Plans and Specifications: Begin Construction: Complete Construction: 4. Alternative Analysis Evaluation: Has the facility evaluated all of the non -discharge options available? Please provide regional perspective for each option evaluated. Spray Irrigation: Not desirable due to potential impact on groundwater Connection to Regional Sewer System: Not available Subsurface: Not desirable due potential impact on groundwater PART IV - EVALUATION AND RECOMMENDATIONS The receiving stream, which is classified Class SA, appears to be tidal and saline at the proposed point of discharge. It is anticipated that the discharge should have little adverse impact on water quality. It is recommended that a permit be drafted containing standard effluent limits and monitoring requirements for backwash discharges from water treatment plants. If no significant adverse comment is received, it is recommended that a permit be issued for a period of five years.
