Permits & Engineering Comments:
This is a permit renewal for discharge from a water treatment system which consists of 2 lagoons for
treating filter backwash. The facility has had no problems since intitial issuance of permit in 1993.
The permittee began submitting monitoring reports in early 1996, and no violations have been noted in
files. Public Water Supply concurred with issuance at last notice. P&E recommends renewal of existing
permit.

Dear Mr. Harvey:
In accordance with your application for discharge permit received on February 3, 1997 by the Division,
we are forwarding herewith the subject permit to discharge under the subject state - NPDES permit. This permit
is issued pursuant to the requirements of North Carolina General Statute 143-215 .1 and the Memorandum of
Agreement between North Carolina and the U.S. Environmental Protection Agency dated December 6, 1983 and
as subsequently amended.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable
to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following
receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the
North Carolina General Statutes, and filed with the Office of Administrative Hearings, Post Office Drawer
27447, Raleigh, North Carolina 27611-7447. Unless such demand is made, this decision shall be final and
binding.
Please take notice that this permit is not transferable except after notice to the Division of Water Quality.
Part II, E.4. addresses the requirements to be followed in case of change in ownership or control of this
discharge. The Division of Water Quality may require modification or revocation and reissuance of the permit.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Water Quality or permits required by the Division of Land Resources, the Coastal Area Management
Act or any other Federal or Local governmental permit that may be required.

Parts I, II, III, and IV hereof.
This permit shall become effective July 1, 1997.
This permit and authorization to discharge shall expire at midnight on June 30, 2002.

Creek which is classified Class SA waters in the White Oak River Basin.

2 The pH shall not be less than 6.8 standard units nor greater than 8.5 standard units.
3 The discharge shall not cause the turbidity of the receiving water to exceed 25 NTU. If the turbidity exceeds these levels due to natural background
conditions, the discharge levels cannot cause any increase in the turbidity in the receiving water.
There shall be no discharge of floating solids or visible foam in other than trace amounts.
