Landfill Seep Monitoring at Alcoa-Badin Landfill - 97Q4 Aluminum Company of America, Badin, North Carolina Gentlemen: In accordance with a monitoring program previously described in a letter dated 1997 April 01, Aluminum Company of America (Alcoa) is providing the attached monitoring results from a seep along the toe of its Alcoa-Badin Landfill site and from the adjacent Little Mountain Creek through 1997 December. The Alcoa-Badin Landfill is a closed, former landfill site located near Alcoa's Badin Works facility in Badin, NC. The landfill is listed as a solid waste management unit in Alcoa's hazardous waste permit and subject to corrective action. The landfill is bounded on the south side by the floodplain of Little Mountain Creek. Alcoa has completed construction of voluntary remediation activities at the Alcoa- Badin Landfill, consisting of landfill regrading and installation of a clayey soil cover. Modeling has shown that these cover improvements should result in a substantial reduction in infiltration of precipitation into the landfill, potentially eliminating the seeps. As shown on one of the attached figures, there is a trend of decreasing seep flow rate; however, it is too early to conclude if this decrease is in response to the cover improvements or a reflection of fluctuations in precipitation. Therefore, Alcoa proposes to continue its monthly monitoring of the seep and adjacent Little Mountain Creek for 1998. Results will be submitted to the Division of Water Quality on a quarterly basis.
