Limits for Discharge Pipe 11003 - Alcoa, Permit No. NC0004308 The BPT limits for Subpart B of Non -Ferrous Metals Manufacture (Primary Aluminum Smelting) do not include any BOD limits. However, the original permit for this discharge pipe limited BOD5 as follows: Daily Avg. = 58 lbs. 30 mg/1 Daily Max. = 86 lbs. = 45 mg/1 for a daily average flow of 0.23 MGD and a daily maximum flow of 0.45 MGD. Dissolved oxygen in the effluent was not limited. We do not know the rationale under which the original BOD5 limits were given; however, monitoring records show a significant amount of BOD5 in the effluent for pipe 4#003. Taking into account the cooling waters from pipes 004 and 005, a water quality analysis for a design flow of 0.18 MGD (for pipe 003) yields limits of BOD5 = 101 mg/1 = 152 lbs/day and D.O. = 0 mg/1 (no D.O. limit). These are less stringent than the original limitations. However, we feel that the original limits should be maintained since the monitoring records show the treatment facility has been achieving these limits. P. O. The allocations reflect the case of both plants discharging into Little Mountain Creek, as shown on the attached map. The 7-day 10-year low flow for the USGS station at Hwy. 740 is 0.3 cfs. BOX 14327 Dear Randy, I have been placed in charge of a sanitary sewer evaluation survey (SSES) for the towns of Badin and West Badin located in Stanly County. This is a request for a stream assimulation capacity and required limits for the treatment plants in both Badin and West Badin. West Badin discharges into Little Mountain Creek and Badin discharges into Honey Creek which eventually confluences with Little Mountain Creek. This information is necessary to develop the cost-effectiveness between renovating the collection systems or requiring additional treatment. Please send this information as soon as possible.
