The project site is a road crossing over a UT to Crabtree Creek (Neuse). Two 66-inch reinforced concrete culverts convey the stream beneath James Jackson Avenue. Sediment accumulation is blocking the downstream end of the south culvert. In addition, Trees have grown up over the culverts on the downstream (south) side of the road. The Town proposes the following: 1. Removal of the trees from above the culvert pipes on the downstream side of the road to prevent the tree roots from shifting the pipe sections or infiltrating the pipe joints; and 2. Removal of the sediment bar in front of the south downstream culvert to improve storm flow passage through the culverts. In addition, a temporary 20-foot wide access road from James Jackson Ave. will be constructed through the buffers to the downstream end of the culverts to allow necessary equipment access. Estimated impacts are a maximum of 30 LF of stream (temporary), 900 SF of Z1 tree removal (herbaceous and shrubs to remain; no ground disturbance), and approx. 600 SF of Z1 impacts for a temporary access road (Exempt per Table of Uses). We anticipate the work to be covered under a NW 3 (non -notifying) from USACE and corresponding GC 4132, and a Neuse buffer authorization for impacts associated with protection of existing structures (culverts) By digitally signing below, I certify that I have read and understood that per the Federal Clean Water Act Section 401 Certification Rule the following statements: This form completes the requirement of the Pre -Filing Meeting Request in the Clean Water Act Section 401 Certification Rule.
