PROJECT SUMMARY: The applicant proposes to construct eight (8) buildings, providing thirty-two (32) residential units with associated parking areas, stormwater collection system, driveways and utilities. PROJECT DESCRIPTION Highfill Infrastructure, Engineering, PC, representing Bald Head Island Limited, LLC, has requested that the attached application be processed under the Express Permit Review Program. The applicant's project is located along South Bald Head Wynd, on Bald Head Island, in Brunswick County. To find the property, take Highway 133 south from Wilmington to Southport. Turn right onto W. 9`h Street and take the ferry over to Bald Head Island. Once on the island, take South Bald Head Wynd from the ferry depot. The property will be located on the left hand side of the road, adjacent to the tennis court and swimming pool. The property is bordered by residential properties, the Bald Head Island recreation facility, gold course and Atlantic Ocean. The site is currently undeveloped, with the exception of a gravel road that leads to the existing pool house. According to the application package, the approximate elevation of the tract is 6' above Mean Sea Level. Vegetation on the tract is scarce with the predominant species consisting of American Beach Grass intermixed with a few Sea Oats. There is a man-made lagoon centrally located on the property that is surrounded by Cattails. The U.S. Army Corp of Engineers and the Division of Water Quality have not claimed this lagoon as an isolated area of freshwater wetlands. The site is located within the Ocean Erodible Area and the High Hazard Flood Area of Environmental Concern (AEC). Although the property is not located within the Inlet Hazard AEC, the line of separation lies just to the south of Bald Head Wynd (approximately 50'-60' from the property). The waters of the Atlantic Ocean, adjacent to the project site, are classified as SB by the North Carolina Division of Water Quality. The area is not designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. The subject property is located within the Ocean Hazard and High Hazard Flood Area of Environmental Concern (AEC), as indicated by Zone VE (elevation 15) on the Flood Insurance Rate Map. The High Hazard Flood Area (VE Zone) associated with the subject property is contiguous to the Atlantic Ocean. The First Line of Natural Stable Vegetation was staked and verified by DCM staff during February 2007. Since that time, it appears that the vegetation line has accreted towards the beach, resulting in a wider vegetated barrier. Additionally, it is prudent to point out that the dune on which the first line of vegetation was determined is comprised mostly of sand bags that were permitted in the late 90's and early part of 2000. These sand bags were installed to prevent further erosion to South Bald Head Wynd and also the adjacent properties. It should be noted that the applicant's property was platted on 10/29/85, during which time the long-term annual erosion rate was 2.0 feetJyear. The applicant meets the criteria of 15A NCAC 07H .0104, which states that "development must comply with the current rates to the maximum extent feasible and have a minimum setback equal to the rates in effect at the time the lots were created, or, those rates in effect at the time of issuance of any active CAMA permit for development on those lots, whichever is more restrictive." Therefore, the appropriate annual erosion rate for this project would be 2.0 feet/year. Also, please note that this project site is immediately adjacent to a dynamic shoreline, as indicated by the current long-term average annual erosion rate (8.0 feet/year). The 100-year storm recession line for this area of Bald Head Island is 270 feet creating a total Ocean Erodible Area (OEA) of 750 feet, which extends beyond the northern limits of the property. PROPOSED PROJECT: The applicant proposes to°construct eight (8) buildings, providing thirty-two (32) single-family units with associated parking areas, driveways, utilities and stormwater collection system. A brief file review revealed that the site was originally permitted and developed back in 1986. Development included the construction of ten (10) buildings, providing forty residential units with associated parking, drives, utilities, etc. Unfortunately, not long after the property was developed, the site burned completely in 1993. The tract and has been vacant ever since. Utility connections are still in place and the applicant is proposing to reconnect to the existing water and sewer lines. Bald Head Island Limited, LLC Page Three Prior to initiation of construction, the applicant proposes to backfill the existing lagoon located in the center of the property. The lagoon (220' x 100') would be brought to grade for the construction of the entrance/exit drive as well as the proposed buildings. According to the applicant, clean and suitable fill material would be brought over by barge from the Deep Point loading site located in Southport. Once on the island, the fill material would be transported via truck to the project location. Beginning along South Bald Head Wynd, the applicant proposes to install a 12' wide entrance/exit drive (20' right-of-way with rock shoulders) that would span towards the east. Adjacent to the entrance/exit drive, and just landward of the 60' small structure setback, the applicant is proposing to install two 24' x 24' gazebos on each side of the driveway. As proposed, the driveway would continue east and terminate adjacent to Building 4. Two side drives would branch off the main drive, with the southern drive terminating adjacent to Building 6 and the northern drive circling a grassed infiltration Swale located between Building 1 and Building 2. In addition to the proposed parking located beneath the units, several parallel parking spaces would be constructed adjacent to the driveways. Just landward of the proposed gazebos, the applicant proposes to create two grassed infiltration swales for stormwater collection treatment. These swales would capture the majority of stormwater coming from the access drive as well as the adjacent buildings (Buildings 1 And 8). Buildings 1 and 8 would be the first permanent structures observed from the entrance drive. Building 1 would be located on the northern side of the access drive and Building 8 would be located on the southern side of the access drive. Continuing east from the driveway intersection, the applicant proposes to construct five addition buildings along the eastern side of the property (Buildings 2, 3, 4, 5 and 6), adjacent to the Bald Head Island Club tennis court and swimming pool. Infiltration swales would be strategically located landward of the buildings and would also capture stormwater from the buildings and driveways/parking areas. Buildings 6 and 7 would be located along the western side of the southern access drive. These buildings, along with Building 8, would be constructed closest to the 120' large structure setback, with Building 7 being the closest and located only a few feet landward of the large structure setback line. Additional infiltration swales would be located between each of the proposed buildings located along the western portion of the property. Each building would be similarly constructed with open decks being located along the leeward side of the units. According to the application package, building heights would not exceed 48' above the existing grade. Each building would contain four units and parking for each unit would be located beneath the building. Several storage sheds (12' x 12') are proposed throughout the propetTy to store miscellaneous items by potential property owners. As proposed, no structures would be located ocean ward of the 60' Small Structure setback. At its closest point, the buildings measures approximately 122' landward of the First Line of Natural Stable vegetation. 10. ANTICIPATED I11~IPACTS: The initial grading of the property would result in the disturbance of approximately 3.25 acres of high ground. The development will retain its previous name of Swan's Quarter. The original development, which was platted in 1985 and consisted of 10 buildings, burned completely in l 993. The redevelopment will consist of 8 buildings with associated roadways and driveways. b) Site Description The 3.25-acre site is currently vacant and sparsely vegetated with sandy soils. No woody vegetation is present on the site. The site is entirely located within an Ocean Hazard AEC. The total proposed impervious area is approximately 1.31 acres. DCM personnel have indicated that the small building setback is 60' and the large building setback is 120 feet from-the FLSV. All 8 large buildings will be constructed outside of this zone.
