Hi Olga,

DEQ is in receipt of the submitted IDDE Plan. A preliminary review of the document finds that the
SOP only addresses enforcement of the IDDE Program, which is a key component of the program.
However, the SOP also needs to include investigating and documenting illicit discharges.

The Center for Watershed Protection (CWP) IDDE Guidance Manual listed in the references section
is an excellent resource for developing an effective IDDE Program Plan. However, it would need to
be utilized to develop a relevant SOP that addresses Waynesville’s issues and resources rather than
simply a reference. One example of an IDDE Plan that relies upon EPA and CWP guidance is the
Town of Carrboro’s IDDE Program Plan, which you can find online.

Please submit a revised IDDE Plan that satisfies all of the conditions of permit requirement 3.4.3 and
SWMP BMP #21. If you have any questions, I am best reached via email.
