PROJECT SUMMARY: The applicant proposes to resurface the existing concrete bulkhead and expand the docking facilities to accommodate 4 vessels and 4 PWCs on floating jet ski lifts within the Ocean Isle Wilkerson Private Dock Expansion November 10, 2021 Page 2 Beach canal system for a total of four formalized slips. 9. PROJECT DESCRIPTION The proposed project is located on the northern end of Goldsboro Street at 48 Goldsboro Street in Ocean Isle Beach, Brunswick County. The property can be reached by traveling south on NC HWY 17 towards South Carolina. Continue I 1 miles past the Supply 4-way intersection and make a left turn onto Ocean Isle Beach Road SW. Drive south on Ocean Isle Beach Road SW for 3.5 miles and continue straight through the round -about towards Causeway Drive. Continue over the bridge and take a left onto East 2nd Street. Drive down East 2nd Street for I mile and take a left onto Goldsboro Street. Drive to the end of Goldsboro Street and the applicant's property is on the right- hand side. No previous permits can be located for the existing docking facilities but aerial imagery shows both docks have been in place since at least 1999. On the eastern side of the property, adjacent to Canal #1, there is an existing 6' x 35' high -ground wooden walkway that leads to a gangway and an 8' x 20' floating dock. The floating dock extends approximately 22' waterward of the NHW line to the'/4 width of the waterbody and does not encroach into the riparian setback to the south (Slip 2, Sheet 2 of 5). Located on the northern side of the property, adjacent to Canal #20, there is a 2 P x 17' "L-shaped" high -ground open deck that leads to a gangway and an 8' x 20' floating dock with 3 tie pilings (Sheet 2 of 5). The existing floating dock (Slip 1, Sheet 2 of 5) extends approximately 20' waterward of NHW but stops approximately 6' short of the 1/4 width of the canal. The existing floating dock and associated tie pilings are outside of the western riparian setback. The existing concrete bulkhead extends approximately 240 linear feet around the north and east side of the property. The concrete bulkhead extends along the entire Iength of Goldsboro Street and was originally poured during the creation of the Ocean Isle Beach canal system. According to the Town of Ocean Isle Beach's records, two exemptions for bulkhead overlays have been issued. The first exemption was to repair approximately 70 linear feet of bulkhead on 10-7-14 and the second repair was for approximately 58 linear feet on 10-24-16. The project site is approximately .27 acres and is vegetated primarily with domestic grasses and ornamental landscaping. The high ground portion is elevated approximately 4' above the normal high water (NHW) level, and the shoreline (+1- 240 linear feet) is stabilized by a concrete bulkhead. There is no indication of any Coastal Wetlands on -site. The applicant's property sits at the end of a "concrete" canal system between Canal #1 to the east and Canal #20 to the north. Residential properties and Goldsboro Street border the project site to the west and south. The width of Canal #1 measures approximately 89' from NHW at the bulkhead while the width of Canal #20 measures approximately 105' from NHW at the bulkhead. The waters of the canal system are classified SA by the Division of Water Quality and ARE NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. They are CLOSED to the harvest of shellfish. Based on visual observations made by DCM staff during the January 2020 site visit, there appears to be NO Submerged Aquatic Vegetation (SAV) in the surrounding waters. Water depths in the vicinity of the proposed docking facility range from -1.5' to -3', relative to NLW. PROPOSED PROJECT The applicant proposes to resurface the existing concrete bulkhead and expand the docking facilities to accommodate 4 vessels and 4 PWCs on floating jet ski lifts within the Ocean Isle Beach canal system for a total Wilkerson Private Dock Expansion November 10, 2021 Pate 3 of four formalized slips. Starting on the east side of the property, the applicant has proposed to replace the existing 8' x 20' floating dock with a new 8' x 20' floating dock (Slip 1) and install a new 2-slip 10' x 12' PWC float. The floating structures would extend approximately 22' waterward of NHW, to the 1/4 width of Canal # 1. Moving north along the property, the applicant has proposed to install a 6' x 12' access pier leading to a new 14' x 14' open boatlift (Slip 2). The boatlift would also extend approximately 22' waterward of NHW to the 1/4 width of Canal 41. On the northeast corner of the property, along Canal 422, the applicant has proposed to install a 6' x 17' access pier leading to a 14' x 16' open boatlift (Slip 3). The proposed boatlift would extend approximately 26' waterward of NHW to the '/4 width of Canal #22. To the west of proposed Slip 3, the applicant has proposed to install a new 6' x 6' access pier and replace an existing 8' x 20' floating dock with a new 8' x 24' floating dock (Slip 4). Attached to the west end of the proposed 8' x 24' floating dock would be a proposed 2-slip 10' x 14' PWC float. Both floating docks would extend approximately 26' waterward of NHW to the '/4 width of Canal #22. The 3 existing tie pilings adjacent to the north -facing docking facility will be removed to accommodate the enlarged floating dock and boatlift. As proposed, all components of the docking facilities would be located outside of both adjacent riparian setbacks. It should also be noted that no riparian setback waivers were obtained during the notification process. The applicant has also proposed to repair the entire 240 linear foot concrete bulkhead within the existing footprint. A new 2' wide concrete cap would be poured along the top of the entire bulkhead. A 4" concrete overlay slab would start at the waterward edge of the new cap and be installed overtop of the existing sloped concrete bulkhead down to the normal low water line. According to the application, approximately 720 sq. ft. of Estuarine Waters and Public Trust Area would be filled with the 4" concrete overlay slab. Per the Town of Ocean Isle Beach's authorized overlay method (Sheet 5 of 5), repairs will be timed with the lowest tides of the month so any quantities of concrete poured below the normal high waterline will have adequate time to cure within a rising ride cycle. The proposed slab will not extend below the normal low waterline and no "live" concrete will be placed in water at any time. A type II or III floating turbidity curtain will be installed and maintained around the project area to prevent dispersion of runoff into surface waters. In order to repair the bulkhead, the existing 21' x 17' "L-shaped" open deck and 6' x 35' walkway would be removed from the north and east sides of the property, respectively. Once the bulkhead repairs have been completed, both wooden structures would be replaced in the existing footprint. The existing open, elevated 21' x 17' wooden deck was built prior to the 30' buffer rule so it does not conform to the current square foot limitation for decking within the buffer. 10. ANTICIPATED IMPACTS The proposed four -slip docking facility would result in the incorporation of approximately 1,242 square feet of Estuarine Waters and Public Trust Area. As proposed, the docking facility would exceed the existing pier -head line of the adjacent docking facilities but not exceed the'/4 width of the waterbody. The applicant has proposed to orient the boatlifts to allow for side loading to prevent the vessels from extending past the'/4 width limitation of each canal. The proposed development would be located outside of both 15' riparian corridor setbacks. Minor increases in turbidity should be expected during piling installation. Impact associated with the bulkhead repairs would be kept to a minimum by installing and maintaining a floating turbidity curtain around the project area. Any live concrete poured below the normal high waterline would be timed to coincide with the lowest tides of the month and at no time shall the new slab extend below the normal low waterline. Submitted by: Brendan Brock Date: November 10, 2021 Office: Wilmington Narrative As acting agent for Scott Wilkerson, I am submitting a CAMA Major Permit Application for his property located at 48 Goldsboro St., Ocean Isle Beach, in Brunswick County. As proposed, the existing 8' x 20' floating dock located on the eastern side of the property (along the smaller canal) will be replaced with a new 8' x 20' floating dock with a new 4' x 16' access ramp which would extend from a new 6' wide by 36' long walkway which would extend from the dwelling to the access ramp. Located on the southern end of the new floating dock will be a new 10, x 12' float on jet dock. Located approx. 18' from the floating dock on the northern side will be a new 14' x 14' boatlift with a new 6' x 12' elevated fixed access pier. These structures will not exceed the existing pier -head line nor'/4 of the width (22') of the waterbody which measures approx. 89' in this location. Existing water depths at the waterward side of these structures is approx. -3' @ Normal Low Water (NLW) within the man-made canal. Located on the northern side of the property (along the larger canal), the existing 8' x 20' floating dock will be replaced with anew 8' x 24' floating dock with a new 4' x 20' access ramp which will extend from a new 6' x 6' access pier extending from a new 21' x 17' "L-shaped" deck with a fish cleaning station located on the high ground. A new 10' x 14' float on jet dock will be attached to the westward end of the new floating dock. Located approx. 17' eastward of the new floating dock will be a new 14' x 16' boatlift with a new 6' x 17' elevated fixed access pier. These structures will not exceed the existing pier -head line nor'/4 of the width (26') of the waterbody which measures approx. 105' in this location. Existing water depths at the waterward side of these structures is approx. -3' @ NLW within the man-made canal. None of the proposed structures will encroach into the adjacent riparian corridor 15' setback, therefore, waivers are not required. The new docking facility will accommodate a total of 4 vessels and up to 4 jet skis. The new boatlifts will be side to loading to prevent the vessel from extending past the t/4 width limitation of each canal. The existing concrete bulkhead will also be repaired as per The Town's authorized overlay method as shown on sheet Sof 5. No live concrete will be poured within the waterbody.
