SUBJECT: Scotts Hog Farm
Waste Impoundment Closure
Onslow County, NC
TO: Roger Toledo File Code: 210
Soil Conservationist — NC Team 16

I have reviewed the supporting documentation provided for Scotts Hog Farm waste
impoundment closure. The closure plan involved agitation and pumping of the effluent and
sludge from three lagoons and land applying the waste to crop fields.
I, performed a site inspection and confirmed the lagoon effluent and sludge were removed from
the lagoons and land applied. The swine building discharge pipes were removed or plugged.
The lagoon was breached and all disturbed areas were seeded.
The contractor's pumping records document the volume of effluent land applied (964,600
gallons) did not exceed the crop nitrogen needs, as identified in the nutrient management plan.
Based on the contractor's pumping records and the site inspection, the lagoon closure meets
NRCS standards and specifications.
As a reminder, the lagoon closure report form (PLC-1) must be sent to DWR. If you need
further assistance, please let me know.
