Upon our review of the information contained in the previous emails and files of NCDWR 401 Water
Quality Certification No. 2008-1764v5, this office has determined that the proposal to continue to
utilize upland mined sand to restore and reconstruct the hurricane damaged dune system along the
oceanfront does not require further written authorization and continues to be covered by General
Water Quality Certification No. 4097 (GC 4097). Please feel free to call or email me if you have any
