On September 19, 2013, the Division of Water Resources (Division) received your application dated
September 11, 2013, notifying the Division of your project. The Division has determined that no 401
Certification is required for the directional bore of the two feeder lines under Northeast Creek as
proposed in your application. Enclosed is a copy of the conditions of the General Certification 3884 that
goes along with the Nationwide Permit 12 that was issued by the US Army Corps of Engineers.
This letter completes the review of the Division of Water Resources under Section 401 of the Clean
