Re: BPDP and NOBI Approval
Dear Sirs,
The Division of Water Resources (DWR)received a draft Bank Parcel Development Package
(BPDP) for the Dead Tree Phase B Nutrient Offset Site (Site)in 2021, for review and approval under
the terms and conditions of the Dead Tree Umbrella Nutrient Offset Banking Instrument for Nutrient
Offsets (NOBI)which was received on June 28, 2021. Effective November 10, 2021, the NOBI was
made and entered into by Restoration Systems, LLC (RS) acting as the Bank Sponsor, and the DWR.
DWR reviewed the BPDP and NOBI documents and provided comments and recommendations.
DWR received a revised BPDP and NOBI that addressed all comments and recommendations. The
table below summarizes the timeline of the BPDP and NOBI:
