On behalf of DEPCOM Power, Inc. we are providing a response to the Request for Additional Information
(RAI) emails received on September 27, 2021 for Partin Solar, an approximately 433.3-acre site located at
approximately Elkin Wildlife Road (SR 1142) and Parks Road (SR 1140) in Elkin, Surry County, North
Carolina (the Site).
The revised Impacts Maps have been attached showing adjustments to road shoulder slopes at Culverts
#1 and #2, reducing slopes from 4:1 to 2:1, reducing permanent stream impacts from 260-I.f. (0.02-ac.) to
220-I.f. (0.018-ac.), permanent — no loss stream impacts from 42-I.f. (0.003-ac.) to 29-I.f. (0.002-ac.), and
permanent wetland impacts from 0.03-ac. to 0.018-ac. of permanent and 0.003-ac. of temporary impacts.
Further, corrugated steel pipe is proposed for culvert construction as opposed to reinforced concrete pipe
to allow for streambed naturalization throughout the crossings. In addition, Culvert #2 is no longer proposed
to be buried due to the steep slope of the stream. With proposed stream impacts now below the 0.02-ac.
mitigation threshold set by NWP 57 and the USACE's Wilmington District Regional General Conditions,
mitigation for impacts to streams is no longer proposed.
The comments are outlined below in italics and are grouped by impact, with DWR comments in green. Our
response is below each comment.
1) Can you please provide a plan sheet that includes the proposed road network throughout the site?
Plan sheets for the proposed road network throughout the entire Site have been included in the
attached exhibits (see Sheet Nos. C5.01 and C5.07-05.10).
ENGINEERING I DESIGN I TECHNOLOGY
2) Can you clarify what buffers are being provided between the LOD and the streams and wetlands on
site, I am unable to tell at the scale provided on Sheet 1 and it appears that maybe there are different
buffer distances along different features.
Riparian buffers between the LOD and jurisdictional features onsite were placed 15-feet from streams
and wetlands, where possible, due to tree clearing limits onsite. These boundaries were determined to
limit shading of the solar panels. Other than stream crossing locations, disturbance within 50-feet of
streams is limited to tree clearing by hand and no grubbing allowed.
3) The road shoulders above culvert #1 are proposed for a 4:1 grade. We prefer to see 3:1 or steeper in
order to reduce stream impacts.
Road shoulder slopes above Culvert #1 have been reduced from 4:1 to 2:1 (see Sheet No. EX1.0),
reducing permanent stream impacts from 118-I.f. (0.014-ac.) to 108-I.f. (0.013-ac.) and permanent — no
loss stream impacts from 21-I.f. (0.002-ac.) to 8-I.f. (0.001-ac.). See Table 1. Revised Impacts Summary
below for a summary of updated impact amounts.
4) Culvert #2 is at a very steep grade and DWR would prefer that the culvert be placed at grade instead
of buried 1 foot.
Due to the steep slope of the existing stream, the invert and outvert of Culvert #2 have been placed at
grade and are no longer proposed to be buried (see Sheet No. EX2.0), reducing the slope of the culvert
from 9.83% to 9.17%.
Further, road shoulder slopes at Culvert #2 have been reduced from 4:1 to 2:1 to reduce impacts to
jurisdictional features. An updated summary of proposed impact amounts can be found in Table 1.
Revised Impacts Summary below. Of note, impacts to wetlands have been reduced from 1,225-sq.ft.
(0.03-ac.) of permanent impacts to 788-sq.ft. (0.018-ac.) of permanent and 109-sq.ft. (0.003-ac.) of
temporary wetland impacts. Temporary wetland impacts are necessary for culvert and riprap installation
and impacted areas will be allowed to regrow following completion of the crossing.
5) Can your client switch to something other than RCP culverts as requested by NC WRC?
The culverted crossings are now proposing to use corrugated steel pipe to allow for naturalization of
the stream channel through the crossings (see Sheet Nos. EX1.0 and EX2.0).
