Please see below for a question from DWR on the basin location & discharge. Can you clarify the following:
- What design storm the basin can hold (I responded with 25 year as that is what I recalled but want to confirm)?
Yes, DWM requires us to use 25 yr. storm for all EC on SW sites.

I assumed the skimmer basin would be in place for the life of the landfill cell and closed to a dry detention basin
once final cover is placed. Is that correct?
Yes
Does DWM or other agency regularly inspect the landfill, including outfall locations?
Yes, At least 2 times a year (Sept. and April per DWM site docs) and they may have Stormwater NPDES permit
inspection annually.
I know we shifted the basin discharge but is there any wiggle room to move the emergency spillway away from
the bend of the stream that Sue is concerned about? I think her primary issue is what will happen to the stream
bank if larger events are released there.
I have moved it to match the outlet pipe and revised your drawings, this now gets it out of the 50 foot buffer
also.
Please call if it is easier to discuss. I have been out of town unexpectedly for the last 10 days so apologies for not getting
to her email sooner.

That helps, thank you for double checking for me. I am just a little concerned that the emergency spillway appears to be
constructed right at the top of bank of a pretty extreme meander. I know that it's only to be used in an emergency but
I'm not sure if that's the 10 year storm or 25 year storm for landfills and if it's the 10 year then the likelihood of it being
used is significant (esp given our climate these days). If there's anyway that could be shifted/improved I think it would
be good. If not, then I may require some long term monitoring of that location after any storm events that engage the
spillway..

Hey Sue
It is my understanding that the basin would be long-term and then closed out when the cell closes (with final cover)
similar to other landfill BMPs but I will double check that. It should be under DWM compliance inspection. Let me know
if we need to re-evaluate that location with the engineer — I know the basin was shifted out of the wetland areas once it
was delineated, and the outfall moved as far from the stream as possible with the basin location.

Hi Phil,
Quick question about this one. I have some concerns about the location of the skimmer basin adjacent to a bend in the
stream and within the buffer. Even after all these years, I still have trouble understanding nuances of landfill
regulations...is the skimmer basin proposed to be long term because the site will continuously be in use/unstable or is it
only for initial grading and converted to something else once a liner is installed etc. I think knowing how long it's being
proposed and maybe what agency oversees design/compliance (DWM or DEMLR) would help me decide whether to go
further with my concern or not.
Thanks and sorry I haven't gotten to the project sooner. It's been a rough month and only looks to be getting rougher...
