This letter of refinement is in reference to your 6 November 2013 correspondence (attached), requesting a modification of
CAMA Major Permit No. 113 -11. This permit was issued on 21 September 2011 for a 9 -slip deep water docking facility in the
Roanoke River adjacent the Town's Lighthouse property, and the facility has been completed. A.Major Modification of this permit was
issued to the Town of Plymouth on 20 June 2013 for the development of an additional 6 -slip deep water docking facility with
amenities, bulkhead, and boat ramp access replacements on the Roanoke River. The authorized development is at the Town of
Plymouth's downtown access behind the Police Department at 132 E. Water Street in Washington County, North Carolina. Work is
currently in progress with the bulkhead and boat ramp replacements. This is the second Letter of Refinement for the project.
. Your 6 November 2013 correspondence, as representative for the Town, was a request to amend the permit to allow for an
expansion of the authorized upland observation deck and an extension of the waterward portion of the western end of the dock.
Specifically, the upland observation deck will be extended to the parking area with a final dimension of 38' long by 26' wide (988 ft2),
resulting in an increase of 360 ft2 of uncovered, elevated, wooden, slatted deck. There is no proposed change in the size of the
authorized gazebo atop this deck. The deck is partially located within 30' of normal water level (NWL) of the Roanoke River, and is
allowable. under Urban Waterfront rules found in 15A NCAC 07H.0209(g)(4)(B). The 4' 4" wide waterward portion of the western end
of the dock will be extended 15' to the riparian line to the west. Washington County recently acquired the riparian property to the west
and signed to waive the 15' setback requirement (see attached). The aforementioned upland deck expansion over the Estuarine
Shoreline and concrete dock extension over the Public Trust Area and Estuarine Waters Areas of Environmental-Concern (AECs) of
the Roanoke River is hereby authorized. All permit conditions including the 31 December 2016 expiration date still apply and remain
unchanged. Your plat sheet titled Town of Plymouth, dated revised 6 November 2013, will become a permanent part of the file. ,

Dear Ms. Hedrick,
The following letter is in response to our conversation October 16, 2013. As discussed
this letter is to request a modification of the existing CAMA permit for the Town of
Plymouth Bulkhead.
This modification is the result of the Town changing the length of the decking under the
gazebo. The permitted decking is 20' x 26' with a 6' x 18' walkway connecting the
gazebo deck to the parking lot. The Town would like to extend the gazebo decking to the
parking lot, for a final dimension of 26' wide x 38' long of uncovered, elevated wooden
slatted decking with authorized gazebo atop a portion of it as shown on plat.
The riparian property to the west was recently sold by Ms. Bonnie Chesson to
Washington County. Please see the attached 15' waiver signed by Washington County
Manager Jerry Rhodes for a proposed 15' extension of the authorized, approximate 5'
wide dock over the water to the County's property line.
