SA;HQW,NSW and its' function as a PNA, DWQ also recommends replacing this bridge with a

Hi Clay,

After having visited the site with you and Garcy last Wednesday, it became very apparent that
the existing causeway significantly constricts Allison Creek at the bridge crossing location.
Due to the significant constriction of the creek and in consideration of N.C. Division of
Marine Fisheries and N.C. Wildlife Resource comments requesting removal of some or all of the
causeway and replacing the existing bridge with a longer bridge since Allison Creek is a PNA,
I would suggest that DOT plan to replace the bridge with a longer bridge with at least some
causeway removal. It appears that as much as 20' to 40' of the existing causeway could
potentially be removed. DCM could most likely permit the project under a CAMA GP if the
bridge is replaced with a longer bridge and the design satisfies the specific conditions of
the GP.2300 regulations, however, any plan to replace the bridge with a culvert would require
that a major permit be applied for and may not be permittable given the comments from the
fisheries resource agencies. Please let me know if I may be of any further assistance.

Travis's comments are correct. Allison Creek is a PNA and is critical for the recruitment of
estuarine species. Therefore, we request that a longer bridge, stretching from high ground to
high ground is used in this instance. If you have any more questions please let me know.

Clay, this is Coastal Waters so I will defer to DMF. However, I have coordinated on a few
similar bridge to culvert designs in the last year or two. In the case of the two projects
located in the coastal plain the systems were not PNA and were significantly smaller in size,
allowing for a large arch culvert to span almost the entire water surface while also
increasing or maintaining vertical clearance. This system is much larger, even though the
current bridge structure is 30 feet, from what I can see on aerial photos it appears the
actual creek is approximately 75 feet wide. In this situation I would be more inclined to
recommend a longer bridge with causeway removal.

Sarah, Sean and Travis,

NCDOT is proposing to replace a single lane wooden bridge on SR 1147 that spans Allison Creek
in Hyde County. The bridge currently is a 30' long spanning structure. NCDOT is considering
placing a large arch culvert in place of the bridge. I was told the culvert will allow for a
hydraulic opening that is equal to the 30' bridge. Allison Creek flows to the Pungo River and
is classified as SA, HQW Primary Nursery Area. It is also located in the Tar-Pam buffer
basin. The road alignment is oriented north/south, so morning and evening light should pass
through the culvert as much or more as the existing bridge. Based on your comments NCDOT will
be either pursuing a major permit for the bridge to culvert or designing a bridge structure
that would be similar in length to the existing bridge, possibly a little longer. The bridge
has coastal marsh on all 4 quadrants surrounding it. I can send some pictures this afternoon.
Can you give me comments base on the information I have provided. I have attached a location
map.
