Go approx. one mile and pass under Hwy 74 Bypass and take the first right onto a gravel road that leads
to the truckwash.

channel and wooded. Predominantly use downstream of trailer wash is agriculture consisting of row

Description of existing facilities: Facultative lagoon system with spray irrigation of wastewater to two zones
(Fields 1 &_2) on bermuda hay and two zones (Fields 3A & 313) on row crops in a corn/soybeans/wheat
rotation. The Lat./Long. Coordinates in the current Attachment B are accurate.
Proposed flow: 7,300,000 gallons/year (20,000 gallons/day)

for the permit writer to know (i.e., equipment condition, function, maintenance, a change in facility ownership,
etc.)

If no, please explain: Residuals from the facultative lagoon are removed about every 5 years or so
depending on the average number of trailers washed per year. Residuals where last removed in 2016 and
since this time, Smithfield constructed another trailer wash facility in Lumberton that discharges to the
City of Lumberton collection system/wastewater treatment plant. With that, fewer trailers are being
washed at Laurinburg than in years past and flows are down also; hence residuals removal from the lagoon
will be less frequent and probably on a 10 year cycle.
6. Are the existing application rates (e.g., hydraulic, nutrient) still acceptable? ® Yes or ❑ No
If no, please explain: Floating totals are being maintained and below the 57" requirement and PAN loading
for the last twelve months was below 100 lbs for the bermuda and less than a 1 lb for the row crops.

monitoring system and one was not proposed in the original permit application package of 2006. The
trailer wash has been in existence since the late 1990's/early 2000's. At this time, current application rates
are well below permit limits for hydraulic loading and PAN application. The Fayetteville office doesn't
recommend adding wells at this time.

Please summarize any findings resulting from this review: Tony Honeycutt reviews monthly NDAR/NDNM
for the facility. The violations flagged in BIMS have been validated by Tony. Most of the violations are data
entry errors relating to floating totals or in some instances late/missing NDMRs that were received and
stamped in several days over the end of a month. No action needed at this time.
Provide input to help the permit writer evaluate any requests for reduced monitoring, if applicable.

V. ADDITIONAL REGIONAL STAFF REVIEW ITEMS
The facility is well maintained due to the supervision of Mike Cudd; who is the regional contact for all of the
trailer washes in the Fayetteville region (White Oak, Tar Heel, Laurinburg and manages the land application
permit W00040332).
Smithfield swine production staff that manage fields at the swine farms also manage the fields at the
Laurinburg trailer wash. The bermuda field (zones 1 & 2) were overseeded with oats this past winter and were
removed in early April. All bermuda hay and winter small grain is feed to cattle at Murphy-Brown/Murphy
Family Ventures farms in the Scotland County area.
