Dear Sirs,
The Division of Water Resources (DWR) received two (2) draft Bank Parcel Development Packages
(BPDP) for two (2) separate sites in 2020, for review and approval under the terms and conditions of
the Raleigh Farm Umbrella Mitigation Banking Instrument for Riparian Buffer Mitigation and Nutrient
Offsets (UMBI) which was received on October 5, 2020. Effective October 20, 2021, the UMBI was
made and entered into by Restoration Systems, LLC (RS) acting as the Bank Sponsor, and the DWR.
Katie Merritt, with DWR, reviewed the UMBI and BPDP documents for the sites and provided
comments and recommendations to RS. DWR received a revised BPDP for each site that addressed
all comments and recommendations provided by Ms. Merritt. The table below summarizes the timeline
of the UMBI and each BPDP:

The closing date for the public notice was October 15, 2021. DWR received no comments regarding
the two (2) subject BPDP documents and the UMBI. These documents are approved and can be
