Box 1685 Jacksonville, NC 28540 Subject: REQUEST FOR ADDITIONAL INFORMATION Bridgeport Subdivision, Sneads Ferry Dear Mr. Pierce: On September 3, 2013, the Division of Water Resources (Division) received your application dated August 20, 2013, requesting a 401 Water Quality Certification from the Division for the subject project. The Division has determined that your application is incomplete and cannot be processed. The application is on -hold until all of the following information is received: 1). The Division needs a large overall map with lot #s, that would allow us to review that each lot is buildable without additional impacts. You can e-mail the engineer plans to me. 2). For impact # 1, the drawing is entitled Lot 68? None of the lots are numbered 68 3). The Impact #1 for the cross sectional view shows the impact beyond the riprap pad and the headwall. Should there be temporary impacts shown on this? And if so they need to be shown in the chart on page 4 of 10? 4). For the plan view of impact # 2 (again the drawing is entitled Lot 68), the drawing shows 995 SF of wetland impacts, but does not show how many LF of stream impacts are proposed. If the drawing is for both stream and wetland impacts, both need to be indicated on the drawings. 5). The cross section for Impact # 2 shows the beginning/end of wetland impacts, should this also be the stream impacts? Again the impacts go beyond the riprap and headwall and scale out to be approximately 128', so should there be a temporary impact for the stream and wetland portions in the chart on page 4 of 10? If so, please include them and send the revised copies to the Division. 6). For Impact # 3, the plan view, is there another location where the crossing could go that would minimize the impacts to the stream and wetlands? How about to the right of the Stormwater pond where there seems to be an existing crossing already? Or below the proposed crossing, where the stream and wetlands are really narrow? For the cross section of Impact # 3: again, the impacts scale out to be wider than what is proposed (98' vs. 60') so should temporary impacts be included in the application for stream and wetlands? 8). Please include all information requested by the USACE when you send in the revised information. Pursuant to Title 15A NCAC 02H .0502(c), the applicant shall furnish all of the above requested information for the proper consideration of the application. If all of the requested information is not received in writing within 30 calendar days of receipt of this letter, the Division will be unable to approve the application and it will be returned. The return of this project will necessitate reapplication to the Division for approval, including a complete application package and the appropriate fee. Please respond in writing within 30 calendar days of receipt of this letter by sending three copies of all of the above requested information to the 401 & Buffer Permitting Unit, 1650 Mail Service Center, Raleigh, NC 27699 -1650. Please be aware that you have no authorization under the Section 401 of the Clean Water Act for this activity and any work done within waters of the state may be a violation of North Carolina General Statutes and Administrative Code.
