Certification Statement: I Paul Weeks, Jr. PE certify to the best of my knowledge that the addition of the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity related sanitary sewer overflows or overburden any downstream pump station en route to the receiving treatment plant under normal circumstances, given the implementation of the planned improvements identified in the planning assessment where applicable. This analysis has been performed in accordance with local established policies and procedures using the best available data. This certification applies to those items listed above in Sections I and 11 plus all attached planning assessment addendums for which I am the responsible party. Signature of this form certifies that the receiving collection system or treatment works has adequate capacity to transport and treat the proposed new wastewater. The previously approved project went out to bid but bids did not come in within the Town's construction budget, so the project has been redesigned, in an effort, to bring it into budget by decreasing the length of gravity sewer, increasing the length of force main, and decreasing the size of the pump station. The new design consists of the installation of approximately 2,350 LF of 8-inch gravity sewer, 2,850 LF of 2-inch force main, and 10 manholes to extend sewer service to a currently unsewered area along Pinecrest Road and Pittsboro Goldston Road. The previously issued permit allowed for the construction of approximately 2,980 LF of 8" gravity sewer, 1,733 LF of 4" force main, and a 120-gpm pump station. The new design serves all the same properties as the previous design, but cost savings are expected due to the smaller size of the force main and pump station, and a smaller length of gravity sewer to be installed. The new design will also include the installation of a new duplex submersible grinder pump station. There are two alternates included in the new design. The base bid is a 42-gpm grinder pump station, which is designed to handle flow from all parcels along the alignment, including 27 developed parcels and 12 undeveloped parcels. The bid alternate is a 30-gpm grinder pump station, which is designed to handle flow from the 27 developed parcels. The project will connect to an existing gravity sewer located along Pittsboro Goldston Road. Additional flow from this project is expected to be approximately 9,460 gpd from the 27 parcels to be served. The 42-gpm pump station is sized for a slightly larger flow (13,780 gpd) due to the presence of several undeveloped properties along the alignment. Ideally, the larger 42-gpm pumps will be installed in this project to prevent replacement of the pumps if any further development occurs along the alignment; however, due to budget constraints, the smaller 30-gpm pumps may be installed after bids are opened. The flow of 13,780 gpd was previously permitted in WQ0041987.
