Lyle and Stephanie, at long last I have the revised impact maps for this project. As requested a
geotechnical report was conducted (copy attached) and the arch span design was revised
based on that (see plans and footing correspondence.pdf). I have attached a updated PCN
form, a cover letter to this email. The geotech report and footing correspondence in in a
second email due to size. Let me know if you have questions or need anything else.
am attaching a photo at the span location as a reminder of what an unstable "grand canyon"
we are dealing with, there is a 4' tall soil auger in the photo for scale. We did NCSAM on both
Streams let me know if you want copies, since mitigation thresholds are no reached I assumed
you do not need them.
They both came out as "MEDIUM" quality.
Stream 1 was full of sandy sediment and appeared to still be aggrading. I didn't find anything
in it beyond amphipods. I think it's intermittent, but I originally put perennial on the PCN
application and JD so I left it that way in this revision. I didn't run a DWR stream form on it, but
suspect I'd come up in the high 20's somewhere. So, it could be barely perennial.
Stream 2 (at the span location) while very deeply incised in essentially a deep gully/trench, and
very unstable banks in places, had very clean, clear water, good substrate & habitat, fish,
salamanders, crayfish, etc. (see attached photo set w/ close up of stream and critters). It's
definitely perennial.

Hey Kevin,
I did not withdraw the application so you can revise the original PCN form with updated impacts and a cover letter and I
will work to process the application. NCDWR may have closed out the file and may require a new application.
Permanent fill within the channel for arch culvert installation would be considered a permanent impact.
Please provide the geotech report and recommendations with you additional information submittal.
Also, please separate out the culvert impacts from the dissipater impacts.

Lyle and Stephanie, we finally have a revised designed based on a geotech report and the
contech recommendations (which I can send if you want them), let me know what you think of
this and if it looks OK I will submit a more formal response to your comments from last year.
As a reminder Originally 24' (22'± between footers) — span was proposed
Currently 38' (30'± between footers) — detail attached is proposed.
Even with the much wider span they were still so close to the channel bank on the east side
and at a small area at the north that after talking to Lyle I suggested they propose small
channel impacts at those locations (see page 7) impact amounts are listed on Page 1 and will
still be below 0.02 acres of stream, it seems to me that from a linear foot standpoint that
stream impact would be temporary since the stream channel will remain open (not piped) but
will just be realigned. Do you agree Stephanie?

Neuse 03020201 River Basin (Upper Falls Watershed)
Mr. Tipton,
Wildlands Holdings V, LLC currently has sufficient riparian buffer credits from the North Fork Little River
Nutrient Offset & Buffer Bank to satisfy the riparian buffer mitigation requirements related to the
above -mentioned project. The project is located within the service area (HUC 03020201 Upper Falls
Watershed) of the Bank.
This letter is simply a statement of availability of credits as of the date written. Although current
inventory is high, the letter is not a guarantee of availability as credits will be sold on a first come, first
serve basis. An invoice for this transaction will be sent upon your request and we will formally reserve
both the credits and price quoted for a period of 30 days from the invoice at no cost.
Final transfer of the credits will be made upon receipt of a copy of the 401 Water Quality Certification
Authorization Certificate from the NC Department of Environmental Quality approving the Riparian
Buffer mitigation purchase from the Bank and upon receipt of your payment to Wildlands Holdings V,
LLC. We will then issue a credit transfer certificate verifying your credit purchase to the North Carolina
Division of Water Resources and to you for your records
