Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The culvert length is the minimum needed to provide adequate access to the future biomass energy facility. The access/utility easement location was pre-existing to the project and negotiated with Norfolk Southern Railroad. There are no practicable alternative locations for the road to enter the site. The access road will cross the UT to Hominy Swamp at a perpendicular angle. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: All applicable erosion and sediment control measures will be put in place and maintained according to current regulations. Any spoil material will be placed in upland areas and excess material will be removed from the site. All in -stream work will occur in the dry. 2.
