4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: *
The project study area and vicinity consist of existing industrial, agricultural, and rural residential areas on the south side of the City of Wilson. The City of Wilson property consists of an
existing wastewater treatment facility, including sprayfields. The study area for this submittal consists of the access/utility easement from Stantonsburg Road to an existing sprayfield. A
biomass energy facility is proposed to be constructed within the sprayfield. The access/utility easement crosses an existing Norfolk Southern Railroad easement.

The purpose of the project is to construct an access road and to install utilities within an existing City of Wilson access/utility easement from Stantonsburg Road to a biomass energy
facility (not yet constructed).

The proposed project will include an access road and utility installation within the existing easement from Stantonsburg Road to the biomass energy facility site. The easement location
was previously determined by the City of Wilson and coordinated with Norfolk Southern Railroad. A culvert will be placed in the UT to Hominy Swamp. Road construction equipment will be
used during construction. Equipment will be stored in upland areas.

The culvert length is the minimum needed to provide adequate access to the future biomass energy facility. The access/utility easement location was
pre-existing to the project and negotiated with Norfolk Southern Railroad. There are no practicable alternative locations for the road to enter the site. The
access road will cross the UT to Hominy Swamp at a perpendicular angle.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
All applicable erosion and sediment control measures will be put in place and maintained according to current regulations. Any spoil material will be
placed in upland areas and excess material will be removed from the site. All in -stream work will occur in the dry.

A utility easement associated with this facility is also proposed to cross the tributary to the north of the biomass energy site (Feature TA shown on DWR Buffer Determination Letter). That
crossing will be aerial, will not impact the stream channel, and will be below the width thresholds required for a written riparian buffer authorization.
