Describe the overall project in detail, including the type of equipment to be used: The applicant is proposing to restore a stream channel in place of an existing pond/dam that has fallen in disrepair. The dam has reached the end of its life expectancy and needs to be repaired or removed. The applicant is pursuing the removal of the dam and proposes returning the man-made pond to the stream that existed prior to the dam installation. A set of plans prepared by Headwaters Engineering are included as part of the application (PCN Figure 5). Three impacts are associated with the project: 01: Once the dam is removed the exiting man-made pond will no longer exist. This has been designated as open water impact 01. W 1: There is an emergent wetland that has formed at the top of the existing pond. This wetland is likely a result of sediment accumulating in the open water feature over time. A portion of the wetland will be transformed into stream bed in order to connect the stream to the existing channel. This has been designated as wetland impact W 1. W2: In order to connect the stream to the existing channel minor grading and vegetation clearing will need to occur on the proposed stream banks. This has been designated as wetland impact W2. Following the proposed stream work, this wetland area will be replanted with a native wetland/riparian seed mix. Typical earth -moving equipment would be utilized onsite in order to complete the project (excavator, dump trucks, etc.). F. Supplementary Information 5d. What data sources did you use to determine whether your site would impact Endangered Species or Designated Critical Habitat? A review of the North Carolina Natural Heritage Program database on October 29, 2021 indicates that there are no records for rare species, important natural communities, natural areas, and/or conservation/managed areas within the proposed project boundary. No federally Federally -listed species were listed as occurring within a one -mile radius of the project boundary. (Attachment B) CEC consulted the FWS's "Northern Long -Eared Bat Consultation Areas" map for Buncombe County.
