MCCxoxY GOVERNOR November 1, 2013 Mr. Stephen Kichefski Asheville Regulatory Field Office US Army Corp of Engineers 151 Patton Avenue Asheville, NC 28801-5006 ANTHONYJ.TATA SECRETARY SUBJECT: Bridge #465 Replacement on SR 1810 (Mitch Road), Iredell County Dear Mr. Kichefski: The North Cazolina Department of Transportation requests authorization to replace a deteriorating timber bridge on SR 1810 (Mitch Road) in Iredell County. NCDOT proposes to replace Bridge #465 with a 48-foot, 14-ft x 5-ft bottomless azch culvert on new alignment. Approximately 128 feet of new chamel will be constructed following natural channel design principles. (This includas the stream section where the 48-ft bottomless culvert is located). A total of 127 feet of old channel will be filled. Due to the transition from the old channel to new channel being located 'm a meander bend, approximately 30 feet of the upstream section of newly constructed bank will be riprapped to provide additional armoring at the "plug" of the old channel. Riprap will also be utilized at the downstream "plug" of the old ohannel; however, the armoring will be done at the back of the construcYed floodplain bench and will be above average high water. Natural streambed material will be salvaged from the old bed to be utilized in the new coir fiber lined constructed channel. The stream flow to be maintained in old channel during new channel construction. Temporary cofferdams/bypass pumping to be ufilized in fmal stages when tie in to esting channel occurs. All areas affected by temporary cofferdam system will be restored to pre-project conditions. The scope of the work involves an unnamed tributary to Hunting Creek, which is classified as W5-III Waters by the Division of Water Quality. A survey was conducted Apri12012 for federally listed species for Iredell County (USFWS listed dated September 22, 2010), which include the dwatf-flowered heartleaf (Hexastylis naniflora) and the bog turtle (Clemmys muhdenbergii). Suitable habitat for the bog turtle does not exist in the project study area. 5uitable habitat for the dwarf-flowered heartleaf was determined to be present within the project study area and a heaztleaf species (Hexastylis virganica) was found adjacent to the study area. Due to the absence of the species within the project area and the presence of a closely related species adjacent to the project area, it was determined that there will be no effect on the federally listed heartleaf species. Bridge # 465, SR 1810 Page 2 November 1, 2013 A cukural resources review of the area of potential impact was conducted. There aze no archaeological sites or historic properties wluch would be affected by the project. (Project Tracking No. 11-10-0022). The project area is not located within'/ mile of any critical watershed azea. SR 1810 is not a rural or urban arterial; therefore, hazazdous spill basins are not required. Enclosed is the hazazdous spill basin checklist. I have enclosed a pre-construcfion notificafion for a NW#14, sketches of planned activifies and location maps relative to the project.
