Good afternoon-
You may have already been alerted by Lori Beckwith and/or Dave Wanaucha about this project coming your way. The
Town of Boone is proposing to replace Bridge #346 on Hunting Hills Lane.
They have been assisted throughout the planning, NEPA, and permitting process by DOT, but this is not a DOT
project. Kevin Hining with Division 11 had me submit an epcn to them yesterday (as a ncdot project); but then they
collectively decided this was incorrect since the TOB is the owner and in charge of the project.
I've told Kevin that this project, in my opinion, may fall under a non-notifying situation, but we submitted anyway since
there is the NLEB issue.
Please confirm the NW/GC are correct and advise on if we are notifying/non-notifying.
Maps are attached as well as pertinent correspondence.
Project impacts:
Trout watershed, South Fork New River mainstem
Bridge to be replaced almost exactly in place in phases (closed loop neighborhood).
26lf of new permanent impact in the form of riprap bank stabilization adjacent to 25lf of existing (NW13, GC4134)

51lf of temporary construction impacts in the form of dewatering and causeway (NTE 50% of stream channel) (NW33,
GC414)
No work proposed during trout moratorium, although USFWS has rec'd taking out the few necessary trees before 04/01
although they are generally in the 25' buffer.
T/E
I did a tree and bridge survey a couple years ago. No evidence of roosting in the structure or riparian buffer. Not really
any suitable trees in terms of bark or cavities. Surveyed for all other potential T/E species for the Natural Resources
Technical Report that accompanies the approved Categorical Exclusion. And we had Lori Williams out to do a Hellbender
survey this summer and they concluded no other survey was necessary.
Also, scoping was performed for Historic Properties and Archeology via NCDOT. Documentation is attached.
