Request for Additional Information
Dear Linda,
Please find enclosed, the additional information requested in the letter dated October 2, 2002 for
the project referenced above.
1. Please see sheet 4 of 4, Vegetated Drainage Outlet Swale Detail for the cross section of the
swales noted as Al-A8. An additional section has been added to clarify.
2. The parking area at the southern end of the project has been regraded to avoid a concentrated
flow. We are no longer proposing an inverted crown within the parking area, so the design of
an infiltration area is not necessary based on emails and conversations with you as long an
non -concentration was achieved. Secondly, the golf cart parking area shown will remain as
grassed area allowing for additional stormwater runoff treatment for the proposed
paved/graveled parking area. However, this grassed area has been included in our impervious
coverage area for drives/parking. Also, the area denoted as recreational area will encompass a
swimming pool and have elevated wooden walks (decreasing the actual impervious coverage
within this area), however an exact layout has not been completed.
3. The entrance road is to be constructed exactly like the Typical Street Section detail shown on
sheet 4 of 4.
4. Dimensions have been added to the parking areas, entrance road and parking lots (see Sheet 2
of 4). The entrance to the RV park shall be twenty four feet of pavement with 50' turning
radii.
5. The entrance is crowned and a driveway culvert is proposed to allow water to drain from the
east to the west and eventually into Gales Creek.
6. Based on our conversations we were in agreement that there were no direct discharges to SA
waters and flow spreaders are not required. The map now clearly indicates the difference
between the wetlands line and the mean high water line.

I don't think that even with sheet flow, I would reconsider. I think that in
order for this not to be a pocket of high density, the whole concept to the
parking lot would need to be reconsidered. May I suggest placing 10-15 foot
wide depressed planted islands in between each parking bay, and having the
runoff for that bay drain into the depressed area to infiltrate? This type
of proposed layout would not be subject to the "pocket of high density"
call.
I am not concerned about the streets
areas at the recreation center.

The Wilmington Regional Office received a Stormwater Management Permit Application
for White Oak Shores on August 8, 2002. A preliminary review of that information has
determined that the application is not complete. The following information is needed to continue
the stormwater review:
Please provide the section details for those areas identified on the (wading plan as
Al - A6.
2. Due to the pocket of high density created by the proposed inverted crown grading
and the concentration of built -upon area at the recreation center, an infiltration
system will be required to treat the runoff from the building and parking areas
associated with the recreation area. Please submit a soils report, sealed design
calculations, a revised application and infiltration supplement.
3. Please provide sections details for the entrance road area..
4. Please provide dimensions for the entrance road, buildings and parking lots.
5. Please provide sufficient spot elevations or details for the entrance road area to
indicate how it will drain.
6. No direct discharges to SA waters are allowed. Please provide a flow spreader
mechanism at the end of all pipes, and allow a minimum of 50' of grassed area to
sheet flow the runoff through beyond the flow spreader.
7. Since the classification of both receiving streams is SA, it isn't necessary to show
separate drainage areas on the application. In cases where there are natural
physical features that separate drainage areas, and you need to demonstrate that
low density is met within each individual area, you need only provide separate
calculations, as are shown on the Grading, Erosion Control and Stormwater Plan.
No change to the application is required.
8. The lots will be leased, therefore, deed restrictions are not required. The "Lot
Impervious Allocation" sheet submitted is not required.

Please note that this request for additional information is in response to a preliminary
review. The requested information should be received by this Office prior to November 2, 2002,
or the application will be returned as incomplete. The return of a project will necessitate
resubmittal of all required items, including the application fee.
If you need additional time to submit the information, please mail or fax your request for
a time extension to the Division at the address and fax number at the bottom of this letter. The
request must indicate the date by which you expect to submit the required information. The
Division is allowed 90 days from the receipt of a completed application to issue the permit.
The construction of any impervious surfaces, other than a construction entrance under an
approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject
to enforcement action pursuant to NCGS 143-215.6A.
Please reference the State assigned project number on all correspondence. Any original
documents that need to be revised have been sent to the engineer or agent. All original
documents must be returned or new originals must be provided. Copies are not acceptable. If

NOTICE OF RECEIPT OF EROSION & SEDIMENTATION CONTROL PLAN

This office has received a soil erosion and sedimentation control plan for the project listed below which was
submitted as required by the North Carolina Sedimentation Pollution Control Act (NCGS 113A-57(4)).
Please be advised that this Act requires that all persons disturbing an area of one or more acres of land must
obtain approval of a soil erosion control plan prior to the commencement of said land -disturbing activity (NCGS 113A-
54(d)(4)). The Act further states that this plan must be filed a minimum of 30 days prior to the activity and the
approving authority must approve or disapprove the submitted plan within 30 days of receipt. Failure of the approving
authority to approve or disapprove the submitted plan within the 30 day period will be deemed approval of the plan
if the submitted plan is complete. Commencement or continuation of a land -disturbing activity under the jurisdiction
of this Act prior to the approval of an erosion & sediment control plan is a violation of the Act.
A copy of any erosion and sediment control plan which could involve the utilization of ditches for the purpose
of dewatering or lowering the water table is forwarded by this office to the Division of Water Quality (DWQ). It is
suggested that you contact Joanne Steenhuis at (910) 395-3900 of DWQ if the ditches shown on your plan will lower
the water table.
We have performed a preliminary review of your submitted plan and have determined that additional information
will be necessary before a final review can be completed. Enclosed is a checklist of items that must be submitted
before we can complete the review Process. Failure to provide the additional information may result in disapproval
of your plan.
The approval of an erosion and sediment control plan is conditioned on the applicant's compliance with Federal
and State water quality laws, regulations and rules.
If you have questions or need additional information, please do not hesitate to contact this office. Your
cooperation in this matter is appreciated and we look forward to working with you on this project.

A. Description of Project
White Oak Shores, a recreational vehicle park, is situated on the White Oak River located in
Stella, Carteret County. This tract is currently a'sod farm and adjacent properties are also farmland.
The park is being divided into ease lots with crowned streets, draining into vegetated swales. The
total tract area is approximate y 115 acres, but consists of two separate drainage areas, due to an
existing ditch that divides the property (see Drainage Area Map).
The site presently drains to the south and east and discharges to either the White Oak River or
Gales Creek, which are both classified as SA waters. The project is being proposed as low density
with impervious surfaces totaling 25% of the usable tract, within each drainage area. The impervious
coverage accounted for lots 94-558 assumes that the lot would house a recreational vehicle (max 288
so, parking (200 so, storage building (64 so, and covered porch (300 sf ) totaling approximately 850
sf per lot and allotting lots 1-93 with 500 sf of maximum impervious coverage per lot (lots 1-93 allow
only for a recreational vehicle (288 so and parking (200 so).
The owners of the tract are proposing to construct White Oak Shores in phases with approximately
one hundred and fifty lots per phase. The maximum disturbance during any phase shall not be more
than thirty acres and the erosion control measures must be installed prior to the startup of construction
for that phase.
B. Erosion and Sedimentation Control Measures
The following measures are proposed for the. site. If it becomes evident that additional erosion
and sedimentation control measures are needed, they shall be installed immediately. It is intended that
all grading and excavation activities within a certain area will be protected as soon as that activity is
complete.
1. Sediment Fence — Sediment fence will be utilized as necessary in locations as shown on plans or
as deemed necessary by the engineer to insure that oil -site sedimentation is controlled and any
wetland areas are protected.
2. Seeding — All disturbed areas will be seeded -within 14 days following construction in accordance
with the seeding schedule shown on the plans.

3. Stone Construction Entrance — Stone construction entrance will be used to reduce transport of
sediment off site.
4. Temporary Sediment Traps — Sediment traps will be constructed as shown on plans and serve to
trap sediment and prevent from the.sediment moving off -site or into wetland areas.
5. Erosion Control Blanket - Blankets are designed to aid in the processes of nature, by protecting
soil, seed, and fertilizer until vegetation is firmly established
Maintenance Plan
1. All erosion and sediment control measures shall be checked for stability and effective operations
following every runoff producing rainfall event or at least once per week. Repairs required shall
be completed immediately to the dimension and functions indicated on the plans.
2. Sediment shall be removed form behind the sediment fencing when it becomes 0.5 feet deep at the
fence. The fence shall be replaced or repaired as necessary to maintain a barrier.
3. All seeded areas shall be fertilized, seeded and mulched within 15 days of disturbance. Disturbed
areas shall be fertilized, reseeded and mulched as necessary according to the Contract documents
to establish and maintain a dense vegetative cover.
Construction Sequence
1. Clear and grub area within right of way, drainage and utility easements.
2. Install stone construction entrance.
3. Construct drainage swales and install sediment traps as specified within each proposed phase of
project.
4. . Seed drainage swale sections within 14 days of land disturbance
5. Rough grade area within right of way.
6. Install utilities.
7. Fine grade street areas and seed areas to remain outside of paved areas.
8. Place CABC and pave street.
9. Perform final seeding and mulching and remove sediment traps upon stabilization of each
individual drainage swale.
C. Design Assumptions
1. Design storm is ten years.
2. The rational method was used for the design.
D. Coastal Stormwater Regulations
The North Carolina Division of Environmental Management implemented coastal stormwater
regulations in coastal counties on January 1, 1988. These regulations are detailed in 15 NCAC
2H.1000 Stormwater Management. These rules allow for a development to be considered under
various options. This project is submitted for approval consideration under Section .1003(d)(1) low
density development.
