PROJECT SUMMARY: The applicant proposes to reconfigure and expand existing docking facility within the Cedar Island Basin. Scenic Development Limited, LLC c% Toby Wells Page Two 9. PROJECT DESCRIPTION The project site is located at 6412 Quail Run Road, off Greenville Loop Rd., adjacent to the Cedar Island Basin/Canal, in Masonboro Sound, in New Hanover County. To locate the property from Oleander Drive (NC Highwayl7), turn onto Greenville Loop Road and travel west approximately 1.5 miles just before Bradley Creek Elementary School. Turn left onto Old Military Road and travel east approximately 0.5 miles until you reach Quail Run Road. Turn right onto Quail Run Road and travel approximately 0. 12 miles south until you reach the property of interest, which will be located on the left. The property consists of approximately 8.5 acres where the applicant currently maintains a single - family residence, and is currently in the process of constructing new garage apartments and landscaping. The average elevation of the property is approximately 6' above normal high water (NHW). Upland vegetation consists of ornamental landscaping, maintained lawn grass and hardwood species consisting primarily of oak trees. There is a pond -like feature approximately 150' in length by 85' in width located on the most eastern end of the property, which is surrounded by a low dike. This feature is connected to an existing access canal via an approximately 18" culvert located on the southeast comer, which allows for the NHW boundary to interchange into this feature. Several species of Coastal Wetlands and §404 type vegetation are present within this feature, which includes: Smooth Cordgrass (Spartina alterniora), Salt Meadow Grass (Spartinapatens), Black Needle Rush (Juncos roemarianus), Sea Lavender (Limonium spp.), Seaside Golden Rod (Solidago sempervirens L.), Wax Myrtle (Myrica cerfera), Grounsel -bush (Baccharus halimfolia) and Sea Oxeye (Borrichia frutescents). As stated, the property borders Cedar Island Basin/Canal, which is also shared by the adjacent riparian property owners and the residents of Cedar Island directly across the basin to the east from the property of interest. The property has approximately 600 linear feet of shoreline along Cedar Island Basin/Canal and the access canal which is stabilized with rip -rap material and an existing timber bulkhead within an existing small boat -basin, measuring approximately 65' in length by 25' in width. The boat -basin is located on the most eastern end of the property towards the mouth of the Cedar Island Basin/Canal. The applicant currently maintains a private docking facility within the boat -basin. An access ramp leads onto a floating dock, measuring approximately 16' in length by 6' in width, which extends perpendicular to the shoreline on the northern end of the boat- basin. There are two (2) boatlifts, each measuring approximately 13' in length by 14' in width on each side of this floating dock. Another access ramp leads onto a second floating dock, measuring approximately 20' in length by 6' in width which runs parallel to the shoreline and then turns 90° towards the east a distance of 14' in length, creating an "L- shaped" floating dock system. The application states that existing docking facility currently accommodates up to four (4) vessels. The existing boat -basin and associated docks are protected between two (2) timber groins located on each end of the boat -basin, each measuring approximately 25' in length by approximately 2' above the NHW boundary. The existing docking facility was authorized under CAMA General Permit No. 60769 on 11/16/2012 for reconfiguration of an existing docking facility. Based on historical aerial photography, the boat -basin and associated docks has been at this location since the early 1980's (See Sheets 1 through 3 of 3). The New Hanover County /City of Wilmington 2006 Land Use Plan Update classifies the adjacent waters as Conservation, and the adjacent high ground portion of the project area as Resource Protection. In the project area, the waters of Cedar Island Basin/Canal/Masonboro Sound are classified as SA -ORW, by the NC Division of Water Quality, and they are CLOSED to the harvest of shellfish. These waters are designated as Primary Nursery Area (PNA), by the NC Division of Marine Fisheries. Scenic Development Limited, LLC c/o Toby Wells Page Three PROPOSED PROJECT: The applicant proposes to reconfigure and expand existing docking facility within the Cedar Island Basin. A new access pier, measuring approximately 24' in length by 4' in width would extend over the existing timber groin on the southern end of the existing boat - basin. The application states that the existing'%- shaped" floating docks within the boat -basin would be relocated and reconfigured with dimensions of approximately 34' in length by 6' in width, which would run parallel to the shoreline just to the south of the access pier and existing boat -basin. A new floating dock, measuring approximately 16' in length by 8' in width would replace the %- shaped" floating docks, and would run perpendicular to the shoreline of the boat -basin. The application states that the proposed new floating dock would be located in water depths of approximately -3' to -4' @ NLW. The application also states that the new configuration would accommodate up to six (6) vessels (See Sheets 1 through 3 of 3). 10. ANTICIPATED EWPACTS The proposed access pier would shade approximately 64 sq. ft. of Coastal Wetlands. The proposed structures would incorporate approximately 356 sq. ft. of Estuarine Waters and Public Trust Area. The proposed structures would extend approximately 12' into the waterbody, which measures approximately 90' across, thus conforming to the 1/4 width rule. The proposed structures would be located within the applicant's riparian access area and would not encroach into the 15' riparian corridor setback requirements. The application states that the proposed new floating docks would be located in water depths of approximately -3' to -4' @ NLW. Minor increases in turbidity should be expected during construction.
